Job summary

MINDEF in Singapore seeks an experienced architect to shape the evolution of the Army's HR system, moving from legacy processing to high-touch personnel stewardship, digital process automation, and data-informed decisions.

You will re-engineer HR processes, lead development of new HR capabilities, embed data capabilities, and streamline workflows to support senior management and workforce transformation across the organisation.

Qualifications

  • Education in Human Resource or a related field is preferred.
  • At least 2 years of relevant experience in Human Resource strategy, strategic workforce planning or workforce transformation.
  • Good understanding and knowledge of Human Resource practices and HR systems.
  • Analytical and strategic agility to translate operational intent into actionable steps.
  • Interest in the latest technology developments in government and commercial sectors.
  • Excellent critical thinking skills.
  • Effective communication and interpersonal skills, with the ability to communicate convincingly and relate with diverse population groups.
  • Good stakeholder management skills.

Job description

What the role is:

You are responsible for architecting and driving the evolution of the Army's Human Resource (HR) system, leading the transition away from legacy transactional processing toward high-touch personnel stewardship, digital process automation and data-informed decision making.

What you will be working on:
  • Re-engineer business processes to improve efficiency and optimise workforce allocation across the Army's HR function
  • Lead the development of new HR capabilities and embed data capabilities into HR processes to support senior management in decision making
  • Streamline HR workflows while enabling job up-profiling into elevated roles
  • Drive change enablement to manage stakeholders through structural transitions and process shifts
  • Support the organisation's digital overhaul by transitioning HR operations toward automation and data-driven practices
Challenge(s):
  • Driving change within a mature and structured organisation, requiring tact in navigating established policy frameworks and diverse stakeholder groups
  • Leading a multi-generational workforce at the Army's scale, demanding a high degree of empathy and resilience to overcome resistance and drive adoption on the ground
