Land Transport Authority (LTA) Singapore is seeking a Senior Manager to lead the Transit Operator Performance Management division, focusing on rail operator performance and reliability across MRT systems. You will guide audits, contract oversight, and strategic discussions with government agencies and industry partners.

The role requires strong leadership, extensive rail/O&M experience, and the ability to develop and implement performance frameworks to improve service availability.

Qualifications

  • Knowlege in Engineering or a related discipline.
  • At least 8 years of relevant experience in the rail industry, preferably in O&M or design.
  • Proven leadership experience, with the ability to lead, develop, and motivate a team.
  • Strong strategic thinking and analytical skills, with the ability to synthesise complex technical and contractual issues and provide sound recommendations.
  • Excellent stakeholder management skills, with experience engaging senior stakeholders across government agencies, operators, and industry partners.
  • Proficient in MS Office (Excel, Outlook, PowerPoint, Word). Proficiency in data visualisation/analytics tools or robotic process automation will be an advantage.
  • Familiarity with relevant local railway and building regulations, codes and standards will be an advantage.
  • Good communication (both oral and written) and presentation skills.
  • As part of the shortlisting process for the role, you may be required to complete a medical declaration and / or undergo further assessment.

Responsibilities

  • Leading and mentoring a team of officers in planning and conducting audits on Operations and Maintenance (O&M) processes and executions covering the various rail systems (e.g. Rolling Stock, Signalling, Communications, Mechanical and Electrical services, etc), ensuring that rail operators comply with the correct procedures, work instructions and other relevant contractual requirements;
  • Providing strategic oversight on contractual matters and O&M issues, including assessment of contract variations/claims, management of contract budgets, and investigation of incidents/service delays, ensuring timely and effective resolution;
  • Driving engagement with senior internal and external stakeholders on complex issues pertaining to design review, system interface, testing and commissioning, emergency exercises, and policy matters;
  • Developing and refining frameworks, policies, and processes to strengthen the division's performance management capabilities and improve rail service reliability and availability.

[What the role is]

[LTA-PT] SENIOR MANAGER, TRANSIT OPERATOR PERFORMANCE MANAGEMENT

[What you will be working on]

The Transit Operator Performance Management (TOPM) division is responsible for managing the rail operator's performance in terms of operations and maintenance of MRT systems, to ensure high reliability and availability of train service. We are looking for an experienced leader to join the team and lead the division's efforts in managing the rail operator's performance.

You Will Play a Key Role In
