West Pharmaceutical Services Singapore Pte Ltd is seeking a Learning & Development Specialist to drive the design, delivery, and continuous improvement of learning programs. You will partner with HR, leadership, and content owners to identify needs, deliver training, and promote upskilling across teams.
You will manage LMS assignments, monitor training metrics, and support audit readiness while ensuring programs comply with West standards and regulatory requirements.
Job Summary:
In this role, you will serve as a learning specialist for an assigned site, function, or business area. This role supports the design, delivery, and continuous improvement of learning programs that enable team members, managers, and leaders to perform their job responsibilities effectively, maintain compliance, and grow their capabilities.
This role partners with HR, site/function leadership, managers, and content owners to understand learning needs, deliver established training programs, support Train-the-Trainer activities, represent Learning & Development in audit-related training matters, create basic learning content, and promote team member upskilling. The Learning & Development Specialist also supports training matrices, curricula, LMS assignments, reporting, and learning effectiveness activities.
To be successful in this role, the individual must be able to work independently, manage multiple priorities, interpret training data, communicate effectively with stakeholders, and support learning solutions that are practical, compliant, and aligned with West standards.
Essential Duties and Responsibilities:
Partner with HR, site/function leadership, managers, and content owners to identify learning needs, training priorities, compliance requirements, and capability gaps.
Deliver established learning programs, including New Hire Orientation, compliance training, Train-the-Trainer sessions, trainer coaching sessions, and other assigned learning events.
Support the design and development of basic learning content, job aids, facilitator guides, participant materials, assessments, and learning communications using approved standards and templates.
Support creation, maintenance, and implementation of role-based curricula, training matrices, requalification requirements, certifications, and assessments.
Coordinate and support site users in the execution of quality mandatory training processes and systems to promote training effectiveness, efficiency, and compliance.
Manage LMS assignments for assigned programs, populations, or learning activities to ensure accuracy, completeness, and alignment with standards.
Monitor LMS data, training completion status, participant feedback, quiz results, and other learning metrics to identify trends, risks, and opportunities for improvement.
Support audit readiness and audit response activities by preparing training documentation, retrieving records, explaining assigned learning processes, and partnering with Quality, HR, Operations, and Learning & Development stakeholders.
Research internal learning resources and external training providers to support team member upskilling, capability development, technical training, and other identified learning needs.
Recommend practical training solutions to address performance, compliance, onboarding, or capability gaps within assigned scope.
Coach trainers, subject matter experts, and content owners on basic facilitation practices, training documentation expectations, learner engagement, and consistent delivery of approved materials.
Facilitate discussions with managers and content owners regarding training completion challenges, assignment accuracy, and learner support needs.
Assess training effectiveness by reviewing course completion statistics, participant feedback, assessment data, and stakeholder input; recommend improvements to content, delivery, or process.
Apply global and local Learning & Development processes within assigned area and contribute to standardization, simplification, and continuous improvement efforts.
Contribute to Learning & Development projects, communities of practice, and best-practice sharing across the broader team.
Connect with HR to support team member development and team member experience initiatives, including individual development planning, feedback practices, leadership competency adoption, and performance-related learning support.
Perform other duties as assigned.
Basic Qualifications:
Bachelor’s degree in Organizational Development, Human Resources, Learning and Development, I/O Psychology, Education, Business, or related field preferred.
Equivalent work experience may be considered in lieu of a degree.
Minimum 3 years of experience in learning and development, training, education, HR development, operations training, or a related role.
Experience identifying learning needs, supporting learning solutions, facilitating training, using a learning management system, tracking/reporting training, and engaging managers or leaders required.
Experience supporting training and/or learning management systems in a manufacturing, pharmaceutical, medical device, or other regulated environment preferred.
Preferred Knowledge, Skills and Abilities:
Working knowledge of adult learning principles, facilitation, instructional design fundamentals, learning technologies, and training effectiveness practices.
Ability to deliver training programs clearly and confidently to team members, trainers, managers, and cross-functional groups.
Ability to create basic learning materials, job aids, assessments, communications, and training-support resources.
Ability to interpret LMS data, training reports, completion trends, participant feedback, and other relevant training information.
Strong written, verbal, communication, and presentation skills, including the ability to read, write, speak in front of groups, express and exchange ideas, understand direction, and adhere to procedures.
Demonstrated ability to work and communicate effectively with team members, stakeholders, and partners at all levels of the organization.
Ability to partner effectively with HR, site/function leadership, managers, Quality, Operations, content owners, and other cross-functional stakeholders.

Physical Requirements:
