Job summary

Turner & Townsend in Singapore seeks a Project Controls Manager for a large-scale pharma manufacturing capital project. Reporting to the Project Director, you will lead cost estimating, planning, risk management, and reporting throughout all project phases, coordinating with engineering, construction, procurement, and finance teams.

Qualifications

• Bachelor's degree in engineering, construction management, quantity surveying, or related field.
• 20+ years delivering large-scale capital projects.
• Senior project controls leadership on projects > US$1 billion TIC.
• Experience in pharma/biotech/semiconductor or regulated facilities.
• 5+ years of project controls leadership in Singapore.

Responsibilities

• Lead all project controls activities: cost estimating, cost control, planning, risk, progress measurement, and reporting.
• Develop and maintain Basis of Estimate for all project phases.
• Establish cost control systems, change management, and forecasting.
• Create cash flow forecasts and funding requirements.
• Collaborate with finance and stakeholders on budget governance and capex reporting.
• Support resource planning and project delivery costs.
• Develop Level 3/4 schedules and ensure integration across contractors.
• Support earned value management and progress tracking.
• Lead risk identification, assessment, and mitigation across the project.
• Provide dashboards, KPIs, and executive-level reporting.
