What you will be working on:
Responsibilities[Public Service Commission Secretariat]

The Public Service Commission (PSC) was constituted in 1951 as an independent organ of state to appoint, promote, transfer, dismiss and exercise disciplinary control over public officers. The PSC Secretariat provides support to the PSC. This includes formulating conduct and discipline policies, to ensure that officers maintain the highest standards of personal conduct and integrity. One significant non-statutory role of the PSC is the award of PSC scholarships for undergraduate and postgraduate studies. Under the Talent Management arm of the team, we formulate scholarship policies and oversee talent attraction and development of PSC scholarship holders as potential future leaders in the Public Service.

Specific Job Responsibilities

Reporting to the Assistant Director (Talent Management), you will be part of the team supporting and facilitating the PSC’s work in developing top-tier talent through PSC scholarships and maintaining oversight of scholarships throughout the Public Service. The role has a strong focus on scholarship and talent management policy, analysis, programme oversight and cross-agency implementation, while supporting selected talent development and outreach initiatives where relevant.

Strategic Planning & Policy
  • Contribute to the formulation, review and implementation of scholarship and talent management policies and frameworks, taking into account Public Service talent needs, implementation considerations and developments in the education and talent landscape.
  • Conduct research, environmental scanning and benchmarking on relevant education, workforce and talent trends, and translate findings into practical policy options and programme enhancements.
  • Support strategic projects and reviews involving PSC scholarship pipelines, scholarship terms and conditions, talent attraction, scholar development and related governance matters.
  • Prepare policy papers, management reports, briefing materials, data analyses and presentations for PSC members, senior management and inter-agency stakeholders.
  • Monitor key scholarship and talent management indicators, respond to emerging data and information requests, and generate insights to support planning and policy decisions.
  • Translate approved policy changes into implementable processes, guidance and communications, and work with stakeholders to support consistent implementation across agencies.
Stakeholder Management & Partnerships
  • Share information and best practices in scholarship policy, talent management and programme administration with Public Service agencies.
  • Partner Public Service agencies to understand emerging talent and capability needs, assess proposals relating to scholarship and talent schemes, and translate these into policy or programme considerations.
  • Provide advice and guidance to agencies on scholarship policy, administration and implementation, including new or revised scholarship arrangements and cross-agency issues.
  • Contribute to inter-agency workgroups and projects relating to scholarships, talent management and workforce development, and facilitate discussions to gather perspectives and build alignment on policy and operational matters.
  • Support the review, governance or transition of selected scholarship and award programmes, including policy and administrative arrangements and handover to partner organisations, where applicable.
Outreach & Engagement
  • Support the review and implementation of scholarship outreach and talent attraction strategies and initiatives.
  • Engage local and overseas tertiary institutions and relevant partners where this supports environmental scanning, policy development or talent attraction objectives.
  • Support key scholarship events and developmental milestone programmes, where relevant.

Work Experience & Competencies

The ideal candidate should possess a good appreciation of the strategic role, purpose, objectives and challenges of PSC’s Talent Management roles in the Public Service. In addition, we are looking for an individual who possesses the following:

  • [Talent Management and Policy] A good understanding of talent management and scholarship issues. Able to support policy reviews and translate strategic objectives into practical policies, programmes and implementation plans.
  • [Thinking Clearly and Making Sound Judgements] The ability to consider different perspectives, weigh relevant information and make practical recommendations. Adaptable and comfortable working with some ambiguity and tight timelines.
  • [Data Analysis and Strategic Thinking] Ability to interpret quantitative and qualitative information, identify trends and generate actionable insights. Comfortable using data and research to support policy development, reporting and decision-making.
  • [Working Effectively with Stakeholders] Able to engage and work effectively with stakeholders to understand their needs and co-create solutions that work. Possess strong communication and interpersonal skills to foster positive working relationships across agencies and external partners.
Other Traits
  • An understanding of the local/overseas universities and education systems, and/or fluency in foreign languages (Japanese, French or German) would be advantageous.
