Job summary

Public Service Division in Singapore seeks a strategic planning and performance management professional to support PSD senior management. You will help shape priorities, design performance metrics, and coordinate cross-government initiatives.

What the role is

As part of the Strategic Planning (SP) unit under the Strategic Planning & International Relations (SPR) cluster, you will be part of a dynamic team that supports PSD senior management directly in developing the organisation's: (i) strategic priorities and narratives, (ii) business strategies with relevant stakeholders within PSD and across the whole-of-government, and (iii) culture of performance measurement and risk management. You will support the implementation of PSD's strategic planning cycle, engage stakeholders to understand business needs, and build internal processes to support the implementation of our organisational strategies.

What you will be working on

[Specific Job Responsibilities]SP performs four key roles:

  • Drive and operationalise PSD’s annual work planning strategy and process to meet PSD Next Bound organisational development and transformation goals – this involves:
    • Leading engagements with the Directors and workplan representatives of relevant departments to ensure strategic alignment of initiatives with PSD’s organisational strategies and business priorities
    • Organising and facilitating key platforms such as annual management retreats and annual townhalls to: (i) reflect on performance of organisation in the past year, and (ii) share vision, mission and workplan priorities for the coming year
    • Conducting research to identify and analyse: (i) human capital and organisational development issues, trends, challenges, and opportunities across the Public Service (ii) external reports on the performance of governments and public service.
  • Drive and operationalise the design and performance management and risk management indicators and practices – this involves:
    • Identifying and rationalising key performance and risk management indicators as well as benchmarks to steer the timely delivery of key milestones and completion of projects
    • Developing scorecards and dashboards to drive strategic alignment and monitoring and be involved in cross-cutting workstreams that will mobilise relevant departments to contribute to the effort.
  • Review and enhance existing programme evaluation framework to evaluate PSD’s strategic programmes and initiatives and ensure prudent use of resources and prioritisation of projects.
  • Represent PSD to drive and contribute to whole-of-government (WOG) projects, narratives and outcomes in strategic planning and public service delivery (e.g. Singapore Public Sector Outcomes Report, WOG Policy Priorities and Progress Assurance Report, Planning Guidance, Budget Book Report, Ministry Family Digitalisation Plan).

    • Work with relevant stakeholders at different levels across government to engage them and secure their support on PSD Next Bound strategic plans and performance measurement initiatives.

    • Make a positive impact on agency and whole-of-government outcomes through: (i) coordinated implementation of PSD Next Bound corporate strategies and performance indicators (ii) ensure that policies and plans are successfully implemented, balancing long-term goals and short-term needs.
    • Willingness and drive to effectively engage with a range of stakeholders to facilitate and support collaboration across key stakeholders (including PSD clusters and government agencies).
  • [Stewarding Systems for Today and Tomorrow]
    • Willingly remove dated strategic planning and performance measurement practices and actively explore new approaches to enhance PSD Next Bound goals and other workstreams.
    • Implement good knowledge management practices to retain and transfer strategic planning and performance measurement expertise within your team and across the Public Service.
  • [Strategic/Corporate Planning]
    • Able to conceptualise, plan, and implement short- and long-term strategic solutions (including but not limited to progress management frameworks, organisational improvement initiatives, and corporate events) to ensure the achievement of PSD’s objectives.
  • [Corporate Performance Management]
    • Able to develop and implement performance management frameworks and track key performance indicators (KPIs) to drive achievement of the agency's strategic priorities.
  • [Organisational Improvement]
    • Able to plan, conceptualise and execute initiatives, projects, and events at operational and strategic levels, including recommendation and/or implementation of business solutions to improve organisational processes and support the vision and mission of the agency.
  • [Data Literacy and Digital Aptitude]
    • Comfortable working with datasets and able to draw meaningful insights to support decision-making. Familiar with Microsoft Excel and willing to explore and adopt new technology tools, including AI, dashboard and data visualisation platforms such as Tableau, to improve how information is presented and used.
  • [Resilience and agility]
    • Able to navigate ambiguity with a problem-solving mindset and adapt readily to changing priorities and circumstances. Self-starter who can work independently and collaboratively across multiple portfolios within Strategic Planning team to drive outcomes.

Successful candidates will be offered a 2-year contract in the first instance.
