Job summary

PERSOL in Buona Vista, Singapore, is seeking an enthusiastic Learning & Development professional to design and deliver learning solutions for public‑sector finance and procurement professionals.

You will work with SMEs to develop content, curriculum and learning outcomes, and create digital learning assets such as infographics, videos and articles. The role emphasizes impact, timelines and budget adherence.

Qualifications

• Experience or strong interest in Learning & Development, programme design, curriculum development or digital learning.
• Familiarity with learning needs analysis, programme management and learning evaluation would be advantageous.
• Strong planning, analytical, communication and stakeholder management skills.
• Comfortable working in a fast-paced and evolving environment.
• Self-motivated, proactive, meticulous and resourceful, with a strong drive for continuous improvement.
• Professional and confident in engaging stakeholders at different levels.

Responsibilities

Job description

Location: Buona Vista
Contract: 1 year, convertible to perm (based on performance)
Salary: up to $5,500 (based on experience & qualification)
Working hours: Monday to Friday, 9AM-6PM

What You Will Be Working On

• Support capability development initiatives for public-sector Finance and Procurement professionals.

• Design and develop learning solutions based on competency frameworks and training roadmaps, including learning needs analysis, curriculum design and programme evaluation.

• Partner with Subject Matter Experts (SMEs) to develop course content, curriculum and learning outcomes.

• Develop digital learning strategies and materials, including infographics, videos, articles and other learning resources.

• Evaluate the effectiveness and impact of learning interventions at both individual and organisational levels.

• Research emerging Learning & Development trends and market practices to ensure programmes remain innovative and relevant.

• Support consultancy and transformation projects for public agencies using methodologies such as design thinking and process improvement.

• Manage stakeholder relationships and ensure projects are delivered according to agreed timelines and budgets.

What We Are Looking For
