Job summary

National Council of Social Service (NCSS) in Singapore seeks a Knowledge Management and Records Management Lead to strengthen organisational memory and knowledge sharing. You will drive strategies, systems, and initiatives that capture, preserve, and enable the use of knowledge and records as strategic assets.

Oversee the Electronic Records Management System and Oral History Programme, ensuring critical knowledge is documented, preserved, and accessible.

Qualifications

• Fresh graduates with interest in knowledge management and records governance are welcome to apply.

Responsibilities

• Maintain electronic and physical records throughout their lifecycle.
• Ensure records are created, classified, stored and disposed of per government policies.
• Support file plan reviews, taxonomy updates and metadata management.
• Coordinate records retention, archival transfers and disposal exercises.
• Administer staff access permissions for records repositories.
• Curate and maintain organisational knowledge repositories and SOPs.
• Support documentation of institutional knowledge and lessons learnt.
• Promote knowledge sharing via communities of practice and learning sessions.
• Assist in improving searchability and accessibility of corporate knowledge.
• Support administration of KM systems (SharePoint, M365, ERMS).
• Assist in digitisation projects and migration of physical records.
• Identify opportunities to streamline records processes with automation.
• Monitor compliance with records management requirements and produce basic reports.
• Provide advice to staff on records policies; conduct user briefings.
• Develop simple guides or training materials.
• Liaise with business units during reviews, audits and clean-ups.
• Support information governance initiatives.
• Lead NCSS's Oral History Programme to capture and promote knowledge.
