Responsibilities

• Lead end-to-end delivery of system development and enhancement projects, ensuring scope, timeline, budget, quality, and business objectives are achieved.
• Develop and maintain project plans, schedules, resource allocation, and implementation strategies using suitable project management methodologies.
• Identify, assess, and manage project risks, issues, dependencies, and change requests throughout the project lifecycle.
• Establish project governance structures and drive stakeholder engagement, communications, and change management activities.
• Ensure compliance with IT governance, security policies, quality standards, and operational procedures.
• Manage external vendors and service providers to ensure successful delivery of systems and ICT services.
• Oversee contract lifecycle including procurement, onboarding, transition, renewal, termination, and handover.
• Monitor vendor performance against contractual obligations and service levels.
• Develop business cases, budgets, and resource plans aligned to objectives.
• Lead procurement activities: requirements, tender, evaluation, and contract award.
• Manage project financials and ensure optimal utilisation of approved budgets.
• Plan and oversee system maintenance, enhancements, and operational support activities.
• Coordinate incident resolution, service improvements, and maintenance with internal teams and vendors.

Project Delivery & Governance

• Lead end-to-end delivery of system development and enhancement projects, ensuring scope, timeline, budget, quality, and business objectives are achieved.
• Develop and maintain project plans, schedules, resource allocation, and implementation strategies using suitable project management methodologies.
• Identify, assess, and manage project risks, issues, dependencies, and change requests throughout the project lifecycle.
• Establish project governance structures and drive stakeholder engagement, communications, and change management activities.
• Ensure compliance with IT governance, security policies, quality standards, and operational procedures.

Vendor & Contract Management

• Manage external vendors and service providers to ensure successful delivery of systems and ICT services.
• Oversee the full contract lifecycle, including procurement, onboarding, transition, renewal, termination, and handover activities.
• Monitor vendor performance against contractual obligations, service levels, and project deliverables.
• Manage stakeholder relationships and resolve contractual or service-related issues effectively.

ICT Procurement & Budget Management

• Develop business cases, project funding proposals, budgets, and resource plans aligned to organisational objectives.
• Lead procurement activities including requirement definition, tender preparation, evaluation, recommendation, and contract award.
• Manage project financials and ensure optimal utilisation of approved budgets.

System Maintenance & Operations

• Plan and oversee system maintenance, enhancement initiatives, and operational support activities.
• Ensure system availability, reliability, and service performance meet business requirements.
• Coordinate incident resolution, service improvements, and maintenance initiatives with internal teams and vendors.
• Track operational risks, costs, and service levels to ensure effective system operations.

Requirements

• Degree in Computer Science, Information Technology, Engineering, or a related discipline.
• Minimum 7 years of experience in IT project management, preferably in large-scale system development and maintenance environments.
• Proven experience managing end-to-end software development lifecycle (SDLC) projects.
• Strong stakeholder management, communication, negotiation, and vendor management skills.
• Experience in ICT procurement, contract management, budgeting, and governance.
• Strong analytical, problem-solving, and organisational skills.
• Results-oriented with the ability to manage multiple projects concurrently.

Preferred Qualifications

• Agile, Scrum, PMP, PRINCE2, or equivalent project management certification.
• Experience managing projects with multi-million-dollar budgets.
• Experience in digital transformation, enterprise systems, or public sector/government projects.Familiarity with IT governance, cybersecurity, and quality management frameworks.
