Job summary

Tescom (S) Software Systems Testing Pte Ltd in Singapore is seeking an experienced Project Manager to lead IT projects from initiation through deployment and post-implementation support.

You will manage BAU systems, coordinate vendors and services, and ensure delivery in line with governance, SDLC, and hybrid delivery practices. Strong stakeholder engagement is essential.

Qualifications

• Degree or Diploma in Computer Science, Information Technology, Business, Engineering, or related disciplines.
• Strong understanding of project management principles, software development lifecycle (SDLC), and system implementation methodologies.
• Experience managing outsourced software development projects from project initiation through implementation, testing, deployment, and post-implementation support.
• Experience managing vendors and service providers, including project planning, delivery oversight, performance monitoring, contract management, and acceptance of deliverables.
• Experience coordinating cross-functional teams comprising business users, vendors, technical teams, and external stakeholders to ensure successful project delivery.
• Strong stakeholder management and communication skills, with the ability to engage business users, management, and technical teams effectively.
• Experience managing project scope, schedule, budget, risks, issues, dependencies, and change requests to ensure projects are delivered on time, within budget, and according to agreed quality standards.
• Strong analytical, problem-solving, negotiation, and decision-making skills, with the ability to resolve project issues and manage competing priorities.
• Experience working in Agile, Waterfall, or hybrid project delivery environments, with the ability to apply the appropriate methodology based on project needs.
• Familiarity with project management and collaboration tools such as Jira, Confluence, Microsoft Project, Azure DevOps, or equivalent platforms.
• Experience managing government ICT projects, procurement processes, or outsourced application development and maintenance (ADM) contracts will be an advantage.

Key Responsibilities

Project Management

• Manage projects BAU systems (Email Management System)
• Ensure vendors delivered system functions as contracted
• Procure IT services required to support the on-going business operations

Governance Activities

• Support audit activities such as IM8, VAPT remediation and internal audit reviews
• Ensure alignment with IM8 policy changes
• Ensure IT systems' BCP and IT Disaster recovery plans and systems function by performing yearly exercises

Preferred Qualifications

• Experience managing cloud-based application projects, digital transformation initiatives, or enterprise systems would be advantageous.
• Candidates with certifications such as Project Management Professional (PMP), PRINCE2 Practitioner, Certified ScrumMaster (CSM), Professional Scrum Master (PSM), or Agile Certified Practitioner (PMI-ACP) will be highly regarded.
• Experience working with AWS, Government Commercial Cloud (GCC), or similar cloud platforms is a plus.
