Job summary

Helius Technologies in Singapore is seeking an IT Procurement Manager to lead strategic sourcing and vendor management for Singapore-based operations. You will drive cost-efficiency across IT hardware, software, and services, manage RFPs and contract renewals, and partner with business units to align procurement with operational goals.

The role requires 4+ years in procurement, hands-on IT procurement experience, and strong negotiation and stakeholder communication skills.

Qualifications

• Bachelor’s degree in Supply Chain, Business, IT, Engineering, or related discipline.
• 4+ years of procurement and strategic sourcing experience in Singapore.
• Hands-on IT Procurement and vendor contract management experience.
• Experience with SAP and Service Level Management (SLM) is advantageous.
• Strong stakeholder management, negotiation, and presentation skills.

Responsibilities

• Strategic Partnering: Advise internal units, operations and leadership on procurement.
• End-to-End Sourcing & Tenders: Lead RFPs, RFQs, vendor selections and negotiations.
• IT Procurement & SLM: Oversee IT contracts, renewals, and service level management.
• Contract Management: Track and renew contracts to ensure continuity.
• Value Creation: Perform spend analyses, demand aggregation and cost optimization.
• Governance Support: Prepare papers for approvals and ensure governance compliance.

• Strategic Partnering: Serve as the trusted procurement advisor to internal business units, operations, and healthcare leadership.

• IT Procurement & SLM: Oversee IT hardware/software contracts, maintenance renewals, and Service Level Management (SLM) to prevent service downtime.
• Contract Management: Proactively track and execute contract renewals ahead of expiry dates to ensure business continuity.
• Value Creation: Drive spend analysis, demand aggregation, and cost-optimization strategies.
• Stakeholder & Governance Support: Prepare board/management approval papers and ensure compliance with internal governance standards.

What We Are Looking For

• Education: Bachelor's Degree in Supply Chain, Business, IT, Engineering, or a related discipline.
• Experience: 4+ years of solid procurement and strategic sourcing experience in Singapore.
• Mandatory Skill: Hands-on experience in IT Procurement and vendor contract management.
• Systems Knowledge: Prior experience with SAP and Service Level Management (SLM) is a major advantage.
• Soft Skills: Excellent stakeholder management, strong negotiation, structured business writing, and slide-presentation (PowerPoint) skills.
