TALENT-MERGE PTE. LTD. seeks an HSQE professional to oversee policy implementation across shore and sea operations in Singapore. You will drive continuous improvement, ensure compliance with ISM/ISPS/MLC, and coordinate audits and inspections to uphold safety standards.

You will manage HSQE documentation, investigate incidents, and contribute to a strong safety culture through proactive risk management and stakeholder collaboration.

Qualifications

• Minimum 4–5 years of marine working experience for GCE O-Level candidates, or at least 2 years for Maritime/Marine Diploma holders.
• Strong understanding of maritime safety regulations and compliance frameworks (ISM, ISPS, MLC) and flag-state requirements.
• Familiarity with ISO 9001 and ISO 45001; proficient in MS Office; strong organizational skills.
• Good interpersonal skills, attention to detail and ability to work independently in a fast-paced environment.

Responsabilités

• Oversee the implementation and continuous improvement of HSQE policies and procedures across shore-based and vessel operations.

• Review vessel inspections, safety observations and audit outcomes; resolve non-conformities and implement preventive measures.
• Administer and update HSQE management systems, compliance documentation, vessel certifications and regulatory records.
• Evaluate incident reports, near misses and safety concerns; support investigations and corrective actions.
• Track fleet safety indicators, regulatory trends and risks to support reporting and improvements.
• Coordinate ship-to-shore emergency exercises and safety awareness programs; share industry updates.
• Collaborate with vessel personnel, technical teams, classification societies and authorities on HSQE matters.
• Contribute to a strong safety culture through risk management and HSQE improvement activities.

Job Responsibilities

• Oversee the implementation and continuous improvement of Health, Safety, Quality and Environmental (HSQE) policies and procedures across shore-based and vessel operations.


• Ensure adherence to international maritime regulations, industry standards and applicable safety management requirements.


• Organise and facilitate internal and external audits, including ISM, ISPS, MLC, ISO and TMSA assessments, to uphold operational compliance.


• Review vessel inspection findings, safety observations and audit outcomes, ensuring timely resolution of non-conformities and preventive measures.


• Administer and update HSQE management systems, compliance documentation, vessel certifications and regulatory records.


• Evaluate incident reports, near misses and safety-related concerns, assisting with investigations and recommending corrective measures.


• Track fleet safety performance indicators, regulatory compliance trends and operational risks to support management reporting and improvement initiatives.


• Facilitate ship-to-shore emergency preparedness exercises, safety awareness programmes and the circulation of important industry updates.


• Collaborate with vessel personnel, technical teams, classification societies, flag authorities and external stakeholders on HSQE-related matters.


• Contribute to the development of a strong safety culture through continuous monitoring, risk management practices and HSQE improvement activities.

Job Requirements

• Minimum 4-5 years of relevant marine working experience for GCE O-Level candidates, or at least 2 years of relevant working experience for Maritime/ Marine Engineering Diploma holders


• Sound understanding of maritime safety regulations and compliance frameworks, including ISM, ISPS, MLC, Port State Control (PSC) and flag-state requirements.


• Familiarity with ISO 9001, ISO 45001 and other relevant management system standards, coupled with proficiency in Microsoft Office applications.


• Strong organisational, analytical and interpersonal skills, with excellent attention to detail


• Ability to prioritise tasks, communicate effectively and work independently in a fast-paced environment.
