Job summary

Fratelli Cosulich, in Singapore, seeks an experienced HSSEQ Manager to lead safety, quality and environmental management for our maritime operations. You will drive ISO compliance, oversee audits and ISM/ISPS/MLC processes, and coordinate with flag authorities and classification societies.

The role requires strong leadership, analytical thinking, and the ability to train crews, conduct investigations, and implement corrective actions across vessels and offices.

Qualifications

  • Diploma or Degree in Nautical Studies/Science or marine related studies.
  • Experience as Marine Superintendent/HSSE Superintendent.
  • Trained in ISM and ISO Internal audits, DPA, CSO and accident investigations.
  • Analytical, independent, results-oriented, proactive.
  • Excellent leadership, teamwork and communication skills.

Responsibilities

  • Ensure compliance to ISO Standards 9001/14001/45001, DOC audits, and vessel ISM/ISPS/MLC audits.
  • Monitor HSSE KPIs for vessels and office personnel.
  • Coordinate with Flag state MPA and classification society.
  • Train and coach onboard crews; provide feedback on safety meetings.
  • Lead emergency response coordination and tooling for drills.
  • Investigate incidents and root causes; implement corrective actions.
  • Maintain navigational standards and vessel safety practices.
  • Prepare and maintain SMS/IMS documentation and audits.

ACTIVITIES
  • Responsible for Company compliance to ISO Standards 9001/ 14001/ 45001 , DOC Audit and Vessel ISM, ISPS and MLC Audit.
  • Monitor and review Safety and Environment KPI for HSSE Performances of the Vessels and Office Personal.
  • Coordinate with Flag state Singapore MPA, and Classification society.
  • In charge of Training and coaching onboard. Provide feedback for improvement on Monthly Safety Meeting Reports.
  • As a DPA, Coordination and Readiness for Emergency Response & ship to shore exercises.
  • Compliance and facilitate incident investigation, near miss and monitoring key action items to closure.
  • Monitoring LSA, FFE, and Critical Equipment, Plan Maintenance defect and repair close out .
  • Organize and conduct Management meetings and Management Review meetings.
  • Coordinate with Oil Major vetting teams from SHELL, Total, BP, Chevron for TMSA compliance audits.
  • Implementation and maintenance of Company Safety Management Manual (SMS)/Integrated Management Manual (IMS)
  • Generate and maintain documentation relating to the issuance of controlled documentation as per ISO 9001/ ISM, ISO 14001 & 45001.
  • Analyse the data to make graphs/tables/trends/presentations and identify areas of improvement.
  • Conducts / oversees incident investigations to determine root cause of incident and provide recommendations and action plans
  • to ensure corrective measure are put in place to prevent future incidents.
  • To be responsible for maintaining navigational standards, vessels’ navigational matters, and navigational assessment/audits are conducted, recorded, and closed out in timely manner
  • Advise on changes in legislation and/or industry best practices and submit recommendations for approval.
  • Conduct vessel inspections to ensure compliance with the Company’s SOLAS, MARPOL, STCW, ILO, OCIMF, TMSA, International Regulations, maritime legislation, Conventions, and applicable industry codes. If any non- conformance or
  • observation found, the necessary corrective action, preventive action and lessons learnt is agreed upon and implemented in a timely manner.
  • Develop, review, and advise the Risk Assessments, identifies elevated risk conditions and circumstances in a timely manner
  • and provides support and guidance to Shore Base Personnel and Masters to adequately mitigate such risks.
  • Conducts performance assessment of vessels and crews and provide appropriate actions and measures to be taken.
REQUIREMENTS
  • Diploma or Degree in Nautical Studies/Science or marine related studies
  • Relevant sailing experience minimum holding a Certificate of Competency 2/1 (Special Limit) Deck Officer
  • At least 1-2 years’ experience as a Marine Superintendent/HSSE Superintendent in ship management operations preferably managing tankers
  • Trained in ISM and ISO Internal audits, DPA, CSO and accident investigations.
  • Analytical, able to work independently, results-oriented, resourceful, and pro-active.
  • Excellent leadership, teamwork, management and communication skills.
  • Proficient in Microsoft Office (Word, Excel & PowerPoint)
