Job summary

MINDEF in Singapore is seeking a policy professional to support manpower policy development in line with strategic objectives. You will research, design, and implement policies across manpower planning, learning and development, and career transition initiatives.

You will engage stakeholders, communicate policy intent, and work with audit/compliance teams to ensure effective guidance and ground implementation, in a fast-paced defence environment.

Qualifications

• Minimum 3 years in HR, with performance management, learning & development and talent development.
• Experience in policy development is an advantage.
• Ability to interpret complex information and communicate clearly.
• Strong analytical, research and communication skills.
• Able to work independently and collaboratively in a fast-paced environment.
• Appointment will be commensurate with your experience.

Responsibilities

• Conduct research and engage stakeholders to shape manpower policy solutions.
• Design, develop and review learning and development policies to provide opportunities for professional growth and fulfil upgrading aspirations.
• Design, develop and review career transition policies to ensure provisions sufficiently and effectively support military servicemen in transiting to a second career.
• Work closely with stakeholders for policy design, development and review to address organisational and servicemen's needs.
• Communicate policies' intent and rationale to stakeholders and advise them on implementation processes.
• Work with audit and compliance agencies to review policies and frameworks to strengthen policy guidance and implementation on the ground.
• Conduct policy reviews and assessment of deviation cases.
• Managing work activities effectively in a high tempo and dynamic environment.
• Balancing independent thinking with collaborative stakeholder engagement to develop appropriate policy solutions that have real-world impact.
