Job summary

Singapore Public Service seeks an Assistant/Deputy Manager in Learning Programme Development to support end-to-end learning operations. You will administer Workday/LEARN records, coordinate programme delivery, and ensure governance compliance while delivering dashboards for management insights.

The role requires a tertiary qualification and at least two years in learning operations, HR operations, or related fields, with strong analytical and stakeholder-management skills.

Qualifications

• Tertiary qualification in any discipline.
• At least 2 years of relevant experience in learning operations, programme management, HR operations, or related fields.
• Experience in administering Workday Learning Module or a similar LMS, including programme setup, records management, reporting, and system administration.
• Proficient in Microsoft Excel, PowerPoint, and other Microsoft Office applications; familiarity with Power BI for dashboards.
• Strong stakeholder management, communication, and interpersonal skills.

Responsibilities

• Support LPD's learning programmes from administration to delivery and execution.
• Coordinate procurement of learning programmes and manage vendor contracts and payments.
• Administer programme registration, scheduling, communications, and learning records in Workday and LEARN.
• Analyse learning data, generate reports, and develop dashboards to support decisions.
• Support learning transformation initiatives and continuous improvement across the organisation.
