Job summary

CTCI Singapore is seeking an experienced HR professional to lead end-to-end recruitment across engineering, construction, EPC, and manufacturing sectors in Woodlands and beyond.

You will manage MOM work pass processes, build a talent pipeline, coordinate interviews, prepare offers, and support onboarding while maintaining records and policies to ensure compliance and efficiency.

Qualifications

• Experience recruiting for engineering, construction, EPC, manufacturing, or related industries.
• Familiarity with Singapore employment legislation, MOM work pass processes, and FCFF requirements.
• Candidates with short notice or immediate availability preferred.

Responsibilities

• Manage the full recruitment cycle from manpower planning to onboarding new hires.
• Collaborate with hiring managers to deliver tailored hiring solutions.
• Source candidates via portals, agencies, social media, and other channels.
• Coordinate interview schedules and facilitate candidate selection.
• Prepare offers, contracts, and onboarding documentation to ensure clarity and compliance.
• Administer MOM work pass applications, renewals, and related matters.
• Maintain accurate recruitment records and reporting for management.
• Build relationships with agencies and institutions to strengthen talent pipelines.
• Support employer branding initiatives and recruitment events.
• Maintain talent pipelines for current and future hiring needs.

Job description

Job Responsibilities

• Manage the full recruitment cycle by planning manpower, posting jobs, sourcing candidates, screening resumes, coordinating interviews, conducting reference checks, preparing offers, and onboarding new hires
• Collaborate with hiring managers to understand recruitment needs and deliver tailored hiring solutions aligned with project requirements
• Source candidates using job portals, recruitment agencies, social media, and other channels to build a robust talent pipeline
• Coordinate interview schedules, prepare interview materials, and facilitate candidate selection processes
• Prepare employment offers, contracts, and onboarding documentation to ensure compliance and clarity for new employees
• Administer Ministry of Manpower (MOM) work pass applications, renewals, cancellations, and related employment matters in compliance with Singapore regulations
• Monitor recruitment progress and maintain accurate records and reports for management review
• Build and sustain relationships with recruitment agencies, educational institutions, and external partners to enhance talent acquisition efforts
• Support employer branding initiatives and recruitment events to attract high-quality candidates
• Maintain a talent pipeline for current and future hiring demands to ensure readiness for staffing needs
• Assist with onboarding activities to facilitate smooth integration of new employees into the organization
• Manage IR21 Tax Clearance submissions for employees requiring tax clearance, including preparation, filing, and coordination with authorities to ensure statutory compliance
• Maintain and update HR policies, standard operating procedures (SOPs), and the employee handbook to reflect current practices and regulations
• Coordinate with the Admin Manager to support expatriate staff management
• Perform other ad hoc duties and responsibilities as assigned to support HR and organizational objectives

• Familiarity with Singapore employment legislation, MOM work pass processes, and Fair Consideration Framework (FCF) requirements
• Candidates with short notice or immediate availability are preferred
