Private Advertiser in Singapore is seeking a proactive HR Executive to drive recruitment, retention and foreign workforce management. You will attract the right people, strengthen engagement and ensure smooth management of local and foreign staff.
Responsibilities include end‑to‑end recruitment for multiple functions, onboarding, foreign work permit handling, MOM compliance and staff welfare. The role demands strong communication and cross‑functional collaboration.
We are looking for a proactive and hands‑on HR Executive to drive recruitment, employee retention and foreign workforce management. You will play a key role in attracting the right people, strengthening employee engagement and ensuring smooth management of our local and foreign workforce.
Recruitment & Talent Acquisition
Manage end‑to‑end recruitment for technical, operational, sales and corporate positions.
Source, screen and interview suitable candidates through various recruitment channels.
Work closely with department heads on manpower planning and hiring requirements.
Develop recruitment pipelines for difficult‑to‑fill positions.
Manage onboarding and integration of new employees.
Foreign Workforce Management
Handle Work Permit, Passes applications, renewals, cancellations and related matters.
Familiar with MOM requirements, foreign worker quota, Dependency Ratio Ceiling (DRC) and levy.
Monitor permit expiry dates, work documents validity and other regulatory requirements.
Coordinate foreign worker onboarding, medical examinations, insurance and required documentation.
Support matters relating to worker accommodation and welfare.
Liaise with MOM, recruitment agencies and other relevant parties.
Keep updated with changes in Singapore's foreign manpower regulations and ensure company compliance.
Employee Engagement & Retention
Develop initiatives to improve employee satisfaction, engagement and retention.
Conduct employee check‑ins and exit interviews to understand concerns and reasons for turnover.
Recommend practical solutions to improve staff retention.
Support employee welfare, recognition, training and career development initiatives.
Work closely with managers to identify and resolve manpower or employee issues early.
HR Operations
Maintain accurate employee records and HR documentation.
Support performance reviews, confirmations, promotions and salary reviews.
Track HR indicators including headcount, turnover, retention and recruitment performance.
Ensure HR practices comply with Singapore employment regulations.
Diploma or Degree in Human Resources, Business Administration or related discipline.
At least 2–5 years of relevant HR experience.
Hands‑on experience managing foreign workers in Singapore is strongly preferred.
Good knowledge of MOM regulations, foreign worker quota and levy requirements.
Recruitment and employee engagement experience.
Strong interpersonal and communication skills.
Resourceful, organised and comfortable working with employees at all levels.
Experience in construction, manufacturing or engineering will be a strong advantage.
