Job summary

HTX, Singapore's premier Science & Technology agency for homeland security, seeks a Project Manager to transform HR operations across the employee lifecycle. You will redesign processes, embed technology, and apply AI to improve employee experiences and governance.

You will collaborate with HR teams to map workflows, identify gaps, and deliver scalable solutions that balance efficiency with user-friendly design.

Qualifications

Understanding HR operations across the employee lifecycle.
Experience in reviewing or improving HR processes, transformation or digitalisation is advantageous.
Ability to structure problems, identify root causes, and translate into practical solutions.
Familiar with HR systems and exploring AI applications in HR.

Responsibilities

Lead the redesign of key HR journeys (recruitment, onboarding, internal mobility, confirmation, offboarding) to clearer, intuitive flows.
Map current processes to identify delays, ownership gaps, and unnecessary steps; redesign for clarity and efficiency.
Review policies and workflows to reduce complexity while ensuring governance.
Balance operational efficiency with employee experience; ensure compliance and practicality.
Design AI-enabled use cases across HR domains to augment decision-making while maintaining governance.
Develop functional design specifications and work with developers to translate requirements into builds.
Drive end-to-end project delivery, including UAT, testing, and rollout.
Lead change management with clear communications and user training materials.
