Job summary

Murata Singapore is seeking a senior procurement leader to direct the Procurement Division across Yishun and Tuas plants. You will define procurement strategies, govern supplier risk, drive AI/DX initiatives and ensure compliance with internal controls and audits.

You will lead a team, develop managers, and coordinate with Japan HQ and ASEAN factories to optimize direct and indirect procurement, tooling investment, and supplier performance.

POSITION PROFILE:

This position is responsible for leading the Procurement Division and providing overall direction and management for direct material procurement, indirect procurement, procurement planning and administration, supplier management, procurement systems and compliance activities across Murata Singapore.

The role formulates procurement and allocation strategies, strengthens governance and supplier risk management, drives effective procurement operations for Yishun and Tuas factories, and promotes continuous improvement including AI/DX, people development and procurement system enhancement. The role also oversee ASEAN regional collaboration with other Murata Factories

Key Duties & Responsibilities:

• Formulate overall Procurement strategy and Policy for Murata Singapore through collaboration with Japan HQ, other regional Procurement divisions

• Formulate, align and implement procurement and allocation strategies in accordance with business and operational requirements.

• To initiate periodical meetings with Japan HQ or other group company to solve problems in own Division.

• Lead and manage the overall activities of Procurement Division, setting priorities and ensuring effective execution across the departments under Murata Singapore Procurement Division.

• Provide overall management for Yishun and Tuas factories direct and processing material, including sourcing, supplier 4M management, allocation planning, supplier capacity, tooling investment planning, sourcing, supplier 4M management, audit support and education and procurement reporting.

• Oversee indirect procurement for Yishun and Tuas factories, including facility construction and maintenance services, IT-related purchases, equipment and fabrication parts, market-standard parts, maintenance/repair/calibration, indirect chemicals, safety and cleanroom supplies, office/furniture/general purchases, and related invoice/payment administration.

• Direct procurement planning and administration activities, including division planning, education, compliance, requesting-department audits and the promotion of AI/DX initiatives within Procurement Division.

• Ensure effective administration and governance of procurement-related systems and tools, and drive improvements in user support and system effectiveness.

• Establish and maintain procurement regulations, procedures and SOPs, and ensure readiness and appropriate response for internal and external audits, including Customer, QMS, RBA, CSR related requirements.

• Strengthen supplier management covering QMS, CMS, CSR, BCP risk, supplier registration, supplier 4M control and other supplier governance requirements.

• Oversee ASEAN Regional collaboration with other Murata Factories for consignment and collaboration activities, including governance audit, BCM, secretariat role, education and AI/DX-related support as applicable to Procurement.

• Monitor procurement performance, identify operational and supply risks, coordinate corrective actions and provide timely reporting and escalation to relevant management and stakeholders.

• Provide leadership, direction and development to managers and team members, promoting collaboration, accountability, compliance awareness and continuous improvement across the procurement organisation.

Ability/Competency required:

• Bachelor's degree in engineering or in Supply Chain Management.

• At least 10 years & above of working experience in electronics manufacturing industry.

• Substantial experience in procurement, supply chain or supplier management within a manufacturing environment, with demonstrated experience in a senior leadership or management role.

• Strong knowledge of direct and indirect procurement, sourcing, procurement strategy, supplier management and supply risk management.

• Good understanding of procurement governance, internal controls, regulations/SOP management and audit/compliance requirements.

• Ability to manage procurement systems, digitalisation and process-improvement initiatives, including the effective adoption of AI/DX and procurement platforms.

• Strong strategic thinking, analytical and problem-solving skills, with the ability to translate business needs into procurement priorities and actions.

• Strong leadership and people-management capability, including the ability to develop managers and team members and build cross-functional collaboration.

• Strong communication, negotiation and stakeholder-management skills to work effectively with internal departments, suppliers and group stakeholders both locally and globally.
