AXIOM RISE CONSULTANCY PTE. LTD. seeks an experienced Freelance HR & Work Pass Consultant to provide part-time support for our Singapore operations. This light-retainer engagement covers EP/S Pass/DP matters, COMPASS/SAT assessments and Singapore HR compliance advice.

The role is not full-time and is expected to require only a few hours per month, offering a flexible schedule for an experienced professional.

Qualifications

• Diploma or degree in HR, business administration or related field.
• 3+ years of Singapore HR, work pass or global mobility experience.
• Hands-on experience with EP and S Pass applications.
• Knowledge of COMPASS, SAT, FCF and MyCareersFuture requirements.
• Familiarity with MOM eServices and Corppass.
• Strong attention to detail and ability to work independently.
• Responsive and available for ad-hoc matters.

Responsibilities

• Manage EP, S Pass and DP applications, renewals, issuance and cancellations.
• Perform eligibility checks using COMPASS and SAT before submission.
• Advise on MOM requirements and Fair Consideration Framework.
• Assist with MOM eServices and Corppass as needed.
• Provide Singapore HR compliance guidance and onboarding/offboarding support.
• Handle ad-hoc inquiries and administrative tasks for HR compliance.

Engagement Type: Independent Contractor / Freelancer

Location: Singapore - Remote / Hybrid

Commitment: Part-time, a few hours per month / as required

Freelance Retainer: S$500- S$1,000 per month, depending on experience and workload

About the Role

We are looking for an experienced Freelance HR & Work Pass Consultant to provide part-time support for our Singapore operations.

This is a light-retainer engagement, suitable for an experienced HR or work pass professional who can assist us on an ad-hoc basis. The primary focus will be occasional Employment Pass (EP), S Pass and Dependant’s Pass (DP) matters, COMPASS/SAT assessments and Singapore HR compliance advice.

This is not a full-time position and is expected to require only a few hours of support per month under normal circumstances.

Key Responsibilities

Work Pass & MOM Support

• Manage occasional EP, S Pass and DP applications, renewals, issuance and cancellations.
• Conduct preliminary eligibility checks before work pass applications are submitted.
• Assess EP candidates against the prevailing COMPASS framework.
• Use MOM's Self-Assessment Tool (SAT) to assess candidate eligibility where applicable.
• Advise on applicable Fair Consideration Framework (FCF) and MyCareersFuture advertising requirements.
• Review supporting documents before MOM submission.
• Coordinate qualification/document verification where required.
• Assist with In-Principle Approval (IPA), pass issuance and related post-approval requirements.
• Assist with MOM requests for additional information or supporting documentation.
• Monitor upcoming work pass expiry and renewal dates.
• Provide practical advice on changes to MOM work pass requirements.

Singapore HR Compliance Support

• Provide ad-hoc advice on Singapore employment practices and requirements.
• Advise on matters relating to the Employment Act and applicable Tripartite Guidelines.
• Review employment-related documents when required.
• Provide guidance on onboarding and offboarding of local and foreign employees.
• Assist with basic HR compliance queries as they arise.
• Perform authorised administrative actions through the company's Corppass/MOM eServices, where access is provided and required.

Minimum Requirements

• Diploma or Degree in Human Resources, Business Administration, Management or a related discipline.
• Minimum 3 years of relevant Singapore HR, work pass or global mobility experience.
• Hands-on experience managing EP and S Pass applications is essential.
• Good practical knowledge of COMPASS, SAT, FCF and MyCareersFuture requirements.
• Familiarity with MOM eServices and Corppass.
• Good understanding of Singapore employment practices and HR compliance.
• Strong attention to detail, particularly when checking work pass eligibility and supporting documents.
• Able to work independently with minimal supervision.
• Responsive and available to assist when an application or HR matter arises.

Preferred Qualifications

• IHRP-CP or IHRP-SP certification is preferred but not mandatory.
• CEI qualification is an advantage where relevant.
• Previous experience supporting IT, consulting or professional-services companies would be an advantage.

Expected Working Arrangement

This position is intended as a small monthly freelance retainer rather than a full-time HR role.

The consultant will generally be engaged when there is:

• A new EP/S Pass/DP application or renewal;
• A COMPASS/SAT eligibility assessment required;
• A work pass cancellation or employee movement;
• An MOM query or request for information;
• A MyCareersFuture/FCF compliance question; or
• An ad-hoc Singapore employment or HR compliance matter.

The normal workload is expected to be a few hours per month. Any substantial project, unusually high volume of applications or work outside the normal retainer scope may be separately discussed and agreed.
