Job summary

Public Service Division in Singapore is seeking an experienced Assistant Manager (Hard Services) / Estates & Facilities Management to lead the operation and maintenance of M&E systems, ensure safety and compliance, and drive continuous improvements across building services.

You will oversee service providers, leverage BMS and CMMS dashboards, review quotes, manage stakeholder expectations, and champion energy efficiency and reliable, high-quality service delivery.

Qualifications

• Engineering degree inMechanical, Electrical, Building Services, or related field.
• At least 5 years in operation/maintenance of M&E systems in commercial or institutional settings.
• Experience with BMS (Johnson Controls, Carrier) and BIM is advantageous.
• Knowledge of Singapore Standards, Green Mark, and energy management frameworks.

Responsibilities

• Ensure safe, compliant operation of M&E systems and adherence to SOPs.
• Oversee service providers to meet SLAs and KPIs, track uptime and energy use.
• Utilise CMMS and dashboards to monitor trends and escalate issues.
• Review quotations and service records for scope and cost reasonableness.
• Coordinate technical support for CAPEX/OPEX projects and audits.
