Job summary

UNITED OVERSEAS BANK LIMITED is seeking a capable Technical Manager to drive multi-stakeholder projects from concept to completion in Singapore. You will lead cross-functional teams across vendors, technology and business units, ensuring delivery within scope, time and budget while adhering to bank policies and regulatory requirements.

Qualifications

• Bachelor's degree in CS/Engineering or related field.
• 8+ years of experience in banking/financial services projects.
• Experience in regional project implementations for large-scale, multi-interface apps.
• Experience delivering projects through SDLC / Agile methodologies.
• Strong written and spoken communication.
• Strong organizational and stakeholder management skills.
• Self-starter who can work independently and handle ambiguity.
• Demonstrated initiative in issue resolution and delivering results.

Responsibilities

• Oversee successful execution and technical delivery of projects meeting scope, timeline and budget.
• Drive data, design and solution discussions with vendors, tech teams and user groups.
• Lead multi-vendor teams to deliver solutions and manage vendor relationships.
• Provide status updates on technical delivery to the Project Manager.
• Collaborate with Solution and Enterprise Architects to deliver technical innovations.
• Ensure solution designs comply with enterprise standards, security and controls.
• Coordinate testing with Test Manager and align test plans to scope and quality targets.
• Identify risks and issues early and escalate to relevant parties.
• Manage relationships across business lines and external parties, including governance and scope changes.
