Responsibilities

  • Support backend operational planning and coordination as custodian and secretary for key operational meeting platforms; coordinate inputs across departments to identify risks and interdependencies and facilitate timely resolution of issues.
  • Plan, coordinate, and conduct resilience exercises; oversee training and preparedness programme; maintain regular training cadence.
  • When crises occur, act as part of the core Crisis Secretariat; coordinate timely information exchange, consolidate situational updates, monitor mitigations, and escalate critical updates as required.
  • Be available for ad hoc activation for crisis operations.
  • Prepare management reports for Sentosa Development Corporation Board and IOH department updates; perform other tasks as assigned by the Reporting Officer.

About Ops Resilience and Knowledge Management (ORKM), Integrated Ops Hub (IOH)

The Operations Resilience and Knowledge Management (ORKM) unit, under the Integrated Operations Hub (IOH), strengthens Sentosa’s operational and crisis readiness through integrated planning, risk and situational analysis, crisis management support, and knowledge management.

As custodian of the Sentosa Resilience Framework (SRF), ORKM works across stakeholders to anticipate and mitigate risks, support coordinated decision-making, and preserve institutional knowledge to drive continuous operational improvement.

Duties & Responsibilities – Ops Resilience and Knowledge Management
Ops Resilience
  1. 1. Support backend operational planning and coordination by serving as custodian and secretariat for key operational meeting platforms, including but not limited to those listed below. Coordinate inputs across departments within the Integrated Operations Division to identify potential risks and interdependencies, align priorities, and facilitate the timely resolution and follow-up of key issues and action items. Leverage data, trend analysis, and historical insights to inform operational assessments, planning, and decision-making.

Crisis Readiness and Preparedness
  1. 2. As custodian of the Sentosa Resilience Framework (SRF), support organisational readiness for effective crisis response and recovery. Plan, coordinate, and conduct resilience exercises, and oversee the Sentosa Crisis Operations Group’s (SCOG) training and preparedness programme by maintaining a regular training cadence to strengthen personnel proficiency in their crisis roles, responsibilities, and operating procedures. Curate and deliver the annual Sentosa Resilience Outreach programme to promote organisational resilience and preparedness among SDC stakeholders.
  2. 3. During a crisis, serve as part of the core Crisis Secretariat supporting the Sentosa Crisis Management Group (SCMG) and Sentosa Crisis Operations Group (SCOG). Coordinate the timely exchange of information across crisis functions and stakeholders, consolidate inputs into a comprehensive situational picture, monitor the implementation of mitigation and recovery measures, and *escalate or disseminate* critical updates to the appropriate stakeholders and decision-making levels.
  3. 4. As a member of the core Crisis Secretariat team, be available for ad hoc activation at any time, as required and directed by the Head SCOG, except when overseas.
Knowledge Management
  1. 5. Support knowledge management by reviewing, maintaining, organising, and archiving key Standard Operating Procedures, manuals, operational references, and lessons learned to ensure that institutional knowledge remains current, accessible, and relevant.
  2. 6. Plan and facilitate After Action Reviews (AARs) as a structured platform to evaluate responses to incidents and events, capture key lessons, and strengthen future operational planning and coordination.
  3. 7. Collaborate with stakeholders to document and prioritise lessons arising from incidents, exercises, AARs, and operational reviews, and translate them into practical improvements to procedures, training, and ground operations.
Ad hoc Tasks
  1. 8. Preparation of management reports for SDC Board, Directors’ Meeting, Integrated Ops Hub (IOH) department updates, and various other management meeting platforms.
  2. 9. Any other tasks assigned by Reporting Officer.
Requirements
  • a. Preferred candidate with degree in any discipline.
  • b. Relevant experience in business continuity, operational resilience, crisis management, emergency planning, or a related field (Operations).
  • c. Strong stakeholder engagement and coordination skills, with the ability to build effective working relationships across multiple departments and external partners.
  • d. Adaptable and composed in dynamic, time-sensitive, and high-pressure environments, with sound judgement and a strong sense of accountability.
  • e. Strong planning, organisational, analytical, and time-management skills, with the ability to manage multiple workstreams and priorities concurrently.
  • f. Demonstrated discretion and integrity in handling confidential, sensitive, and proprietary information.
  • g. Willing and able to support events and operational duties outside regular working hours, including weekends and public holidays, and to be activated for crisis operations when required.
