Job summary

RECRUIT EXPRESS PTE LTD in Singapore is seeking an Executive, Engineering Services for a major retail mall. You will lead and coordinate a team of 7 Technicians, overseeing building services and ensuring smooth operation with contractors, vendors, tenants and consultants.

The role emphasizes preventive maintenance, CAPEX projects, energy efficiency, and regulatory compliance; it is a permanent, on‑site position with a typical Monday–Friday schedule and wellness of staff supported.

Qualifications

• Electrical or mechanical engineering experience relevant to building services.
• People management experience is highly valuable for this role.
• Strong exposure to building services, facilities, M&E or retail mall operations.

Responsibilities

• Plan preventive maintenance, repairs and enhancements for building equipment and systems.
• Supervise technicians and vendors to ensure maintenance works are completed on schedule.
• Conduct periodic inspections and address building system abnormalities.
• Manage service requests, faults and technical issues through to closure.
• Execute CAPEX replacement and improvement works to enhance system reliability.
• Evaluate energy and water‑efficient technologies for operational improvements.
• Ensure maintenance activities comply with regulatory, contractual, OHS and environmental requirements.
• Troubleshoot building systems and equipment when required.

Excellent opportunity to join an established real estate organisation, taking ownership of engineering and building services for a major retail property.

You will also lead and coordinate a team of 7 Technicians and work closely with contractors, vendors, tenants and consultants.

Working Hours

• Monday–Thursday: 8.30am–6.00pm
• Friday: 8.30am–5.30pm

Engineering & Building Services

• Plan preventive maintenance, repairs and enhancement works for building equipment and systems
• Supervise technicians and vendors to ensure maintenance works are completed effectively and on schedule
• Conduct periodic inspections and address building system abnormalities
• Manage service requests, faults and technical issues through to closure
• Execute CAPEX replacement and improvement works to enhance system reliability
• Evaluate energy and water-efficient technologies for operational improvements
• Ensure maintenance activities comply with regulatory, contractual, OHS and environmental requirements

Cost & Contract Management

• Support annual OPEX and CAPEX budgeting for building maintenance requirements
• Monitor expenditure against approved budgets
• Verify completed works and contractor payments
• Prepare technical specifications for tenders and contract renewals
• Evaluate quotations and tender submissions
• Assess vendor performance and identify improvement opportunities
• Monitor outsourced service providers and contractors

Tenant Fit-Out / A&A Works

• Review tenant fit-out and A&A works for compliance with building and regulatory requirements
• Advise on unit reconfiguration, subdivision and change-of-use requirements
• Coordinate with tenants, consultants and contractors
• Participate in site and project coordination meetings

Good fit for candidates with Electrical / Mechanical Engineering experience and strong exposure to building services, facilities, M&E or retail mall operations. People-management experience will be highly valuable for this position.
