Job summary

Skills & Workforce Development Agency (SWDA) in Singapore seeks a senior operations professional to lead policy development and delivery plans for programmes and services targeting individuals. You will ensure policy intent and outcomes are met while driving partnerships across government, unions and private players.

You will oversee funding schemes, SOPs, grant governance and performance oversight of key Institutional partners, while coordinating with internal stakeholders to improve processes

Qualifications

• Proven leadership and people-management experience.
• Strong analytical thinking with clear communication skills.
• Ability to manage timelines and deliver results.
• Experience engaging partners and managing key accounts.
• Experience in service design and customer-focused improvements.
• Budget estimation and resource planning capabilities.
• Awareness of audit risk and governance practices.

Responsibilities

• Design, enhance and review partnerships with government, union, community and private sectors.
• Oversee strategic partnerships and performance of key partners like NTUC-e2i and CMPs.
• Lead funding schemes with grant governance, develop workflows and SOPs.
• Collaborate with internal teams on operations and grants processes for continuous improvement.
• Manage appeals/feedback with cross-agency collaboration to meet SLAs.
