Job summary

COENS ENERGY PTE. LTD. seeks an experienced Crewing Manager to oversee end-to-end crewing operations for the fleet, ensuring seafarers meet STCW, flag state, and company requirements while optimizing budgets.

You will coordinate crew changes, screen and select officers and ratings, manage travel, visas, and payroll-related costs, and act as the shore-based contact for crew emergencies and welfare concerns on an ongoing basis.

Qualifications

  • Requires 2-3 years shore-based experience in maritime crew management.
  • Deep understanding of MLC 2006, STCW regulations, flag state requirements, and international maritime labor laws.
  • Experience using enterprise crewing systems and maritime ERP software for data management and scheduling.

Responsibilities

  • Verify STCW documentation, medical certificates, visas, flag state endorsements, and licenses.

  • Control crew-related expenditures and variance reporting against crewing budget.
  • Serve as shore-based contact for crew emergencies and medical evacuations.

Job description

Responsible for overseeing the end-to-end crewing operations and human resource management of assigned fleet vessels. This role ensures that all vessels are manned by qualified, certified, and competent seafarers in accordance with international maritime regulations, flag state requirements, and company policies, while optimizing operational budgets.

Key Responsibilities
  • Coordinate and execute seamless crew changes, rotations, and relief schedules to maintain optimal and continuous manning scales across the assigned fleet.
  • Screen, interview, and select high-quality maritime officers and ratings in alignment with company standard operating procedures.
  • Verify that all deployed personnel hold valid STCW documentation, medical certificates, visas, flag state endorsements, and specialized training licenses required for the specific operational profile of the vessel.
  • Oversee travel arrangements, port agency coordination, visas, and ticketing for joining and repatriating crew members to ensure cost-effective and timely transits.
  • Monitor crew performance appraisals, address disciplinary issues, handle grievances, and actively promote seafarer welfare and mental well-being.
  • Monitor, analyze, and control crew-related expenditures, including payroll, travel costs, and training expenses, variance reporting against the approved annual crewing budget.
  • Serve as a key shore-based contact for any crew-related emergencies, medical evacuations, or urgent fleet personnel matters.
Qualifications & Requirements
  • Minimum 2 - 3 years of shore-based experience in maritime crew management, or a former sailing operational/management level officer seeking a shore-based transition.
  • Bachelor’s degree in Maritime Studies, Human Resources, Business Administration, or equivalent marine professional qualifications.
  • Deep understanding of MLC 2006, STCW regulations, Flag State requirements, and international maritime labor laws.
  • Experience utilizing enterprise crewing systems and maritime ERP software for data management and scheduling.
  • Excellent cross-cultural communication, conflict resolution, negotiation, and high organizational skills to manage fast-paced operational shifts.
