Ascension Advisory Pte. Ltd. is recruiting a Contract Manager / Senior Quantity Surveyor in Singapore to oversee contract scope, cost control and commercial management for construction projects.

The role offers a 5.5-day work week with flexible start timings, and benefits including transport up to $600 monthly, mobile allowance $50 monthly, and potential performance bonuses. Permanent position at Boon Lay with outpatient medical and dental coverage.

Qualifications

• Minimum Diploma in Quantity Surveying or related discipline.
• At least 3 years of contract management, quantity surveying, and construction project administration experience.
• Strong knowledge of construction contracts, cost control and project commercial management.
• Good communication, negotiation and analytical skills.

Responsibilities

• Analyze contractual scope of works and relevant conditions of project contracts.
• Review commercial aspects of contracts with Project Manager.
• Source subcontractors for approval by the PM team.
• Monitor project costs to ensure budget compliance and flag overruns.
• Prepare payment applications and variations quotations.
• Review tender documents against awards and drawings.
• Ensure timely appointment of subcontractors and suppliers.
• Evaluate progress payments and contract terms.
• Produce quantity measurements within timelines.
• Prepare subcontract and main contract final accounts.
• Submit monthly progress claims and assist in updating budgets.

• Position: Contract Manager / Senior Quantity Surveyor
• Well-established Singapore Façade and Curtain Wall Engineering MNC
• 5.5 Days Work Week Alternate Saturday
• Flexible Start Work Timing (8am / 8:30am / 9am)
• Salary (commensurate with experience): Up to $5,500
• Entitled to Transport / Car Allowance Up to $600 Monthly
• Entitled to Mobile Allowance of $50 Monthly

Main Responsibilities:

• Analyze contractual scope of works and relevant conditions of project contracts.
• Review commercial aspects of contracts with the Project Manager.
• Source subcontractors for approval by the Project Management Team.
• Monitor project costs to ensure works are completed within the approved budget and advise the Project Management Team of any cost overruns.
• Prepare payment applications.
• Prepare quotations for variation works.
• Review and compare tender documents/drawings against awarded contracts and construction drawings.
• Work closely with the project team to ensure timely appointment of subcontractors and suppliers.
• Evaluate progress payments and review contract terms and conditions.
• Produce quantity measurements within the targeted timeline.
• Review and prepare agreements for subcontractor and supplier awards.
• Certify and evaluate completed works, including contract administration for variations under subcontract and main contracts.
• Assess and submit monthly progress claims and recommend subcontractor monthly progress payments.
• Assist the Project Management Team in updating project budget reports on a monthly basis.
• Submit project close-out documents after obtaining completion certificates.
• Finalize subcontract and main contract final accounts.
• Perform any other Quantity Surveying duties assigned by the Head of Department from time to time.

Requirements:

• Minimum Diploma in Quantity Surveying, Building, Construction Management, Civil Engineering, or a related discipline.
• At least 3 years of experience in contract management, quantity surveying, and construction project administration.
• Strong knowledge of construction contracts, cost control, and project commercial management.
• Good communication, negotiation, and analytical skills.
