Job summary

Sunray Woodcraft Construction Pte Ltd seeks a seasoned Quantity Surveyor to lead post-contract commercial activities from project award through final account. You will manage contract administration, cost control, variations, claims, and final accounts in line with Singapore industry practices.

You will collaborate with Project Managers and procurement teams, prepare monthly cost reports, monitor budgets, and mentor junior QS staff to ensure value for money and robust commercial governance

Qualifications

  • Bachelor's degree in Quantity Surveying, Construction Management or related discipline.
  • 6–8 years post-contract quantity surveying experience in construction or interior fit-out.
  • Strong knowledge of post-contract administration, cost control, variation management, subcontract administration, progress claims, and final account preparation.
  • Proven experience in contract administration and commercial management under standard construction contracts.
  • Excellent understanding of construction methodologies, project costing, contractual procedures, and commercial risk management.
  • Strong negotiation, analytical and problem-solving skills.
  • Proficient in Microsoft Office and quantity surveying/cost management software.
  • Excellent communication and stakeholder management skills with the ability to build strong working relationships with clients, consultants, subcontractors, and project teams.
  • Strong leadership skills with the ability to mentor and supervise junior commercial team members.
  • Familiarity with Singapore construction practices, regulations, and industry standards will be an added advantage.

Responsibilities

  • Lead and manage post-contract commercial activities from project award through final account.
  • Administer contracts in accordance with obligations, policies and project requirements.
  • Provide commercial advice to Project Managers and senior management for cost control and profitability.
  • Establish and maintain project budgets, monitor cost performance, provide cost reports and cash flow projections.
  • Monitor expenditure against budget and identify cost overruns and risks.
  • Prepare, evaluate, negotiate and submit Variation Orders, claims and cost proposals.
  • Record and value all variations, additional works and contractual claims.
  • Prepare and review monthly progress claims and supporting documentation.
  • Monitor payment certifications and follow up to ensure timely payments.
  • Evaluate and certify subcontractor progress claims based on site progress.
  • Administer subcontract agreements and final account negotiations.
  • Procure and appoint subcontractors ensuring value for money.
  • Prepare and review subcontract agreements with clear terms and scope.
  • Attend meetings to resolve commercial matters and maintain records.

Job Responsibilities
  • Lead and manage all post-contract commercial and contractual activities from project award through project completion and final account settlement.
  • Administer construction contracts in accordance with contractual obligations, company policies, and project requirements.
  • Provide commercial and contractual advice to Project Managers and senior management to ensure effective project cost control and profitability.
  • Establish and maintain project budgets, monitor cost performance, and provide regular cost reports, forecasts, and cash flow projections to management.
  • Monitor project expenditure against budget and proactively identify cost overruns, commercial risks, and opportunities for cost optimisation.
  • Prepare, evaluate, negotiate, and submit Variation Orders (VO), claims, and cost proposals, ensuring timely agreement with clients and consultants.
  • Liaise closely with project teams to ensure all variations, additional works, omissions, and contractual claims are properly recorded and valued.
  • Prepare and submit accurate monthly progress claims and supporting documentation in accordance with contractual requirements.
  • Monitor payment certifications and actively follow up with clients and consultants to ensure timely certification and payment collection.
  • Evaluate, negotiate, and certify subcontractor progress claims based on site progress, contractual terms, and completed quantities.
  • Administer subcontract agreements, including variation assessments, payment certifications, contractual correspondence, and final account negotiations.
  • Procure and appoint subcontractors and suppliers in collaboration with the procurement and project teams, ensuring commercial compliance and value for money.
  • Prepare and review subcontract agreements, ensuring all contractual terms, scope of work, and commercial obligations are clearly defined.
  • Attend site progress meetings, commercial meetings, coordination meetings, and client meetings to resolve contractual and commercial matters.
  • Maintain accurate records of contractual correspondence, instructions, payment certificates, variations, claims, and project cost documentation.
  • Ensure compliance with contractual obligations, company procedures, and applicable construction regulations throughout the project lifecycle.
  • Mentor and provide technical guidance to Quantity Surveyors and Junior Quantity Surveyors on commercial management, contract administration, and cost control.
