Job summary

MINDEF is seeking a seasoned professional to coordinate and oversee Training, Health and Safety (THS) across naval base development projects. You will ensure quality-of-life and well-being for RSN personnel, integrating welfare into base designs and THS standards.

You will liaise with stakeholders, monitor regulatory compliance, and advise on THS practices to minimise project impact while supporting other sites as needed.

Qualifications

• Education in PM/OSH/Training or related field is preferred.
• At least 6 years experience with 3+ years in senior project management roles.
• Strong communication and critical thinking skills.

Job description

What the role is:

You will coordinate and oversee matters relating to Training, Health and Safety (THS) across naval base development projects, ensuring the quality-of-life and well-being of Republic of Singapore Navy (RSN) personnel throughout the process. You will incorporate welfare inputs and considerations into the design of working spaces, notably in the THS domains, while enabling these design principles to be subsumed into the overall base design for RSN Smart Naval Bases.

What you will be working on:

• Coordinate and oversee THS matters across base development projects
• Serve as the unit's point of contact to liaise with stakeholders
• Ensure that the physical environment is compliant with Naval Safety Inspectorate standards and workplace safety and health regulations at every phase of base development
• Monitor workplace conditions to address issues and gaps in the quality-of-life and well-being of RSN personnel resulting from base development projects
• Incorporate welfare inputs and considerations into the design of working spaces within the base
• Apply requisite knowledge, experience and familiarity with industry standards of THS regulations to make appropriate recommendations to minimise the impact of projects on base residents
• Supporting tasks across other sites within the unit's remit when circumstances demand
• Challenge(s)- Navigating large-scale project management within existing policy frameworks, infrastructure guidelines, evolving energy sources, climate adaptation and green sustainability requirements
• Developing an understanding of military operations sufficient to ensure design and technical specifications meet the operational requirements of base users
• Serving as the resident subject matter expert for THS domains, overseeing all functional and policy processes across these areas, and constantly reviewing internal work procedures to ensure effective and efficient daily workflow for the team

What we are looking for:

• Education in Project Management, Workplace Safety and Health, Training, Health and Safety domains, or a related field is preferred
• At least 6 years of experience, with at least 3 years of relevant experience in project management holding a suitably senior role, preferably in the THS domains
• Strong communication and critical thinking skills
• Ability to engage effectively with diverse stakeholders
