Job summary

Job description

What the role is:

You oversee the design, development and construction of a Naval Base, managing the transition of affected Republic of Singapore Navy (RSN) units to new workspaces while ensuring operational continuity and effective resource management throughout the transition period.

What you will be working on:
  • - Identify and consolidate requirements to inform the planning and development of the Naval Base
  • - Establish requirements and raise proposed plans at the appropriate forums for endorsement, approval and implementation of feasibility studies and construction
  • - Oversee and manage the overall development of the Naval Base, including active monitoring of project costs, schedules and delivery timelines
  • - Manage the relocation of RSN units to the Naval Base
  • - Report on all matters pertaining to the Naval Base's project milestones, issues and challenges, and propose options to address themChallenge(s)
  • - Managing close coordination with inter- and intra-ministry entities while navigating complex large-scale project management requirements
  • - Overseeing cross-functional requirements and addressing issues unique to the Naval Base's geographical location, while maintaining an effective and efficient daily workflow for the team
What we are looking for:
  • - At least 15 years of experience, with at least 5 years of seniority in large-scale project management, preferably in marine and civil engineering projects
  • - Knowledge of operational planning, strategic alignment and integration, and doctrine development
  • - Strong communication and critical thinking skills, with the ability to shape and influence policies and plans
  • - Ability to work effectively with people of different backgrounds, levels and interests, with sensitivity and discernment in cross-service matters
  • - Strong leadership and supervisory skills, with the ability to guide the team in their respective work areas in a principled and forward-looking manner
