Job summary

MINDEF, via the Air Force Training Command (AFTC), is seeking a leader to govern training standards and drive excellence. You will design and review the Training and Evaluation Framework and Assessment Framework, while using data analytics to close gaps and improve outcomes.

You will formulate and audit frameworks for Training Institutes, develop measurement tools for training effectiveness, and provide insights into training health trends.

Qualifications

• Education in Training Development, Psychology, Statistical Studies, or related discipline preferred.
• At least 6 years in training development, audits, and quality assurance.
• Proficient in statistical analysis software such as MATLAB, STATA, SPSS, SAS, AMOS, and R.
• Experience developing measurement tools to assess training and instructional effectiveness.
• Strong conceptual and analytical skills, with good communication and leadership.

Job description

What the role is:

You will lead the governance of training standards to drive training excellence in the Air Force Training Command (AFTC). You will be responsible for designing, developing, and reviewing the AFTC Training and Evaluation Framework and Assessment Framework, whilst leveraging data analytics to support informed decision-making and close training and performance gaps.

What you will be working on:

• Establish and maintain the structure of AFTC's executive documents
• Formulate audit frameworks and manage annual audits on Training Institutes (TIs)
• Formulate and review the training evaluation and training assessment frameworks
• Conceptualise and develop suitable measurement tools to validate training and instructor competencies
• Strategise and conduct data analysis to provide insights and formulate trends on AFTC's training health status
• Plan training analytics studies using collected data to discover insights that improve training outcomes and optimise training effectiveness
• Drive the implementation of Organisational Excellence efforts
• Support operations and conduct of exercises where required

Challenge(s)

• Determining causal factors of performance when measuring course effectiveness, and addressing training gaps effectively to meet training excellence benchmarks
• Working with diverse stakeholders across AFTC to gather useful inputs and statistical data for improvement purposes
• Maintaining familiarity with the wide range of training directives and policies across the organisation in order to conduct rigorous audits and uphold standards

What we are looking for:

• Education in Training Development, Psychology, Statistical Studies, or a related discipline is preferred
• At least 6 years of relevant experience in training development, conducting audits, and quality assurance
• Proficient in statistical analysis software such as MATLAB, STATA, SPSS, SAS, AMOS, and R
• Demonstrated experience in developing measurement tools to assess training and instructional effectiveness
• Strong conceptual and analytical skills
• Strong verbal, written, and interpersonal communication skills
• Good leadership and people management skills
• Adaptable, receptive, and able to work effectively in a fast-paced environment
