Job summary

A*STAR - Agency for Science, Technology and Research is seeking a senior project leader to drive A&A, fit-out, refurbishment and workplace transformation across research labs and offices. You will lead planning, design, procurement, construction, and handover while coordinating with research units, corporate offices and external consultants.

You will manage multiple concurrent projects in a fast-paced environment, ensuring safety, schedule, budget adherence and alignment with A*STAR standards

Qualifications

  • Bachelor’s degree in Engineering, Architecture, PM, or related discipline.
  • Professional PM certification is preferred.

Purpose of Job

This position is responsible for leading the planning, execution, and delivery of multiple Addition & Alteration (A&A), fit-out, refurbishment and workplace transformation projects across research laboratories, offices spaces and associated supporting facilities. the strategic planning and development of facilities in support of the workspace (research and office) needs. The incumbent will manage the full project lifecycle, ensuring projects are delivered safely, on schedule, within budget and in compliance to A*Star standards and relevant regulatory requirements.


Job Description

This position is responsible for leading the planning, execution, and delivery of multiple Addition & Alteration (A&A), fit-out, refurbishment and workplace transformation projects across research laboratories, offices spaces and associated supporting facilities. the strategic planning and development of facilities in support of the workspace (research and office) needs. The incumbent will manage the full project lifecycle, ensuring projects are delivered safely, on schedule, within budget and in compliance to A*Star standards and relevant regulatory requirements.


This role requires close collaboration with research stakeholders, corporate office stakeholders and end users, consultants, contractors, facilities management team and senior management to ensure the workplace project supports operational and research objectives while minimizing disruption to business operations.


Key Accountabilities

Project Delivery

Lead And Manage Multiple Workplace Projects, Including



  • Office fit outs and renovation

  • Research facilities upgrades

  • Laboratory A&A works

  • Workspace reconfiguration and optimization projects

  • Infrastructure improvement includes system upgrades


Appoint relevant consultant & contractors to support the delivery of the project


Oversee projects from planning, design development, procurement, construction, commissioning, and handover.


Ensure projects are delivered according to scope, quality, cost and within time.


Stakeholder Management & Implementation

Serves as the primary point for research units, business units, end users and senior stakeholder throughout project implementation.


Manage expectation and resolve project issues through effective communication and stakeholder engagement.


Collaborate with facility team, and stakeholders/ users at each site to understand specific needs, align on objectives, and ensure smooth delivery of projects. Manage change requests from stakeholders and project team members


Design And Construction Management

Coordinate and manage external consultants, architects, engineers, quantity surveyors, and contractors.


Review design proposal and construction methodologies to ensure alignment with operational requirements.


Facilitate design reviews and ensure compliance with workplace standards, building codes and regulatory requirements.


Oversee site activities and monitor contractor performance, progress, quality and safety.


Contract And Procurement Management

Support tender preparation, evaluation and award processes


Administer project contracts and monitor consultant and contractor’s deliverables


Manage change order, variation claims, and project cost control


Ensure procurement activities comply with organizational policies and governance requirement


Familiar with PSSCOC form of contract


Operational Continuity And Risk Management

Plan and execute projects within occupied office and research environments while minimizing operational disruptions


Ensure compliance to workplace health, safety, security, and environmental requirements


Conduct risk assessment and implement mitigation measures for project execution.


Experience & Qualification


  • Minimum 10 years of relevant experience in project management, construction, fit out or facilities development.

  • Bachelor's degree in Engineering, Architecture, Project Management, Quantity Surveying, or related discipline. M&E engineering degree is preferred.

  • Professional project management certification such as PMP or equivalent is preferred. Professional registration with the board will be advantageous.

  • Proven track record in delivering workplace fit-out, refurbishment, and A&A projects.

  • Experience managing projects within research institutions, laboratories, healthcare or technical knowledge intensive environment is highly desirable.

  • Experience in managing multiple concurrent projects within budgets ranging from small scale refurbishment to major workplace transformation initiatives.
