Purpose of Job

This position is responsible for Facilities Management and Project Development of the workplace (research and office), aligned with A*STAR’s strategic goals in research.

This position is responsible for Facilities Management and Project Development of the workplace (research and office), aligned with A*STAR’s strategic goals in research. The job scope encompasses project development and manages project life-cycle from space/ concept planning to building facilities which are of quality and incorporated smart features. Post project development, the job holder will take lead in contract management and ensuring A*STAR’s facilities are managed in a safe and sustainable manner, and value-for-money.

Key Accountabilities

• Formulate development strategies on space management, infrastructure planning, project development and management in ensuring optimal and sustainable design to facilitate world-class scientific research.
• Translate users' requirements to design brief & technical specifications, establish project budget for the procurement of consultancy services and construction contracts.
• Advise and evaluate the technical specifications to ensure sound engineering approach and / or technologies are exploited at reasonable cost.
• Oversee and control construction timeline to ensure that the projects are completed safely, on schedule, fulfill budget marksmanship and meet the specified (quality) standards.
• Manage project meetings between project team, users, consultants, contractors for effective execution of project milestones.
• Establish and define requirements for facilities maintenance, establish maintenance programs factoring environmental sustainability and cost effectiveness.
• Be a champion in leading green practices and promote sustainability in operations and maintenance of building & facilities.
• Implement and review maintenance engineering initiatives to achieve higher reliability, maintainability and serviceability.
• Establish and administer comprehensive and non-comprehensive contracts in support of facilities management & maintenance of various infrastructure e.g. ACMV / M&E services, BMS, Security Access Control, Cleaning & Pest Control, Landscaping, lifts, full Building services etc.
• Liaise and coordinate with partner facilities personnel managing labs, cleanrooms and research facilities systems such as Gas & Chemical and Total Water Management Systems.
• Engage internal stakeholders and various external parties e.g. Landlord, Contractors, Supplier in keeping A*STAR facilities relevant and vibrant.

Job Requirements

• Possess at least 3 years of relevant experience in project development and / or facilities management in research and/ or industrial facility.
• A self-driven and meticulous individual who has the strong ability to multi-task.
• Good time management skills and ability to deliver results under tight timelines.
• Possess strong interpersonal, oral and written communication and organization skills.
• Confident to communicate at all levels and able to think creatively and apply strategic thinking to tasks.
• Technical qualification in the field of engineering (mechanical, electrical, structural) would be advantageous.
