The Assistant Director, Risk Culture and Integration leads the operational and people-facing capabilities of SGH's Risk Office — embedding risk management into the hospital's clinical and corporate functions, strengthening the organisation's risk culture and ownership, and ensuring the organisation learns and strengthens itself when risk materialises.
The job responsibilities include the following:
Lead the development of a mature, organisation-wide risk culture where risk ownership is clearly defined, understood and actively practised at all levels of SGH.
Lead and steward the hospital-wide risk ownership model, ensuring accountability for risk is clearly assigned and embedded across clinical and corporate functions
Establish, develop and manage the Risk Champion network, building a community of informed risk advocates across all departments and divisions
Design and drive risk literacy and capability-building initiatives across all levels of the organisation, equipping staff and leaders to identify, assess and manage risks within their domains
Champion a proactive risk culture that supports SGH's journey towards becoming a high reliability organization
Serve as a faculty trainer for risk literacy and capability-building programmes, contributing subject matter expertise in risk integration, clinical risk and organisational resilience to training content and delivery.
Ensure clinical risk findings and operational risk insights are systematically connected to the enterprise risk framework, and that the Risk Office is an active, well-coordinated participant in SGH's integrated assurance structure
Partner with Patient Safety, Quality and clinical governance functions to ensure clinical risk findings are identified, assessed and fed into the enterprise risk register in a timely and structured manner
Ensure enterprise risk intelligence produced by the Governance and Intelligence arm is actively shared with and informs clinical governance forums and decision-making
Own and manage the enterprise risk register consolidation process, ensuring it is properly resourced, clearly owned and delivered on schedule, drawing on risk inputs from both clinical and corporate domains.
Coordinate the Risk Office's participation in SGH's integrated assurance structure, ensuring the Risk Office's contribution is active, current and well-connected to what other assurance functions — including internal audit, compliance and patient safety
Drive the identification and escalation of systemic, cross-cutting risks that span multiple clinical and corporate domains to the DD and CRO.
Ensure the organisation is continuously strengthened through structured risk-focused exercises and a disciplined approach to learning from operational events, incidents and near-misses.
Design and facilitate risk-focused simulation exercises and tabletop scenarios to stress-test risk controls and surface systemic vulnerabilities — distinct from and complementary to operational crisis response training.
Drive the risk learning loop by ensuring lessons from incidents, near-misses, exercises and operational disruptions are systematically captured, translated into risk register updates and fed back into the governance framework.
Partner with the AD, Risk Governance and Intelligence to ensure simulation outcomes and after-action insights are reflected in risk policies, governance frameworks and the enterprise risk register.
Maintain a forward-looking view of organisational resilience by identifying patterns across operational events and exercises that signal emerging or systemic vulnerabilities requiring enterprise-level attention.
Provide timely risk inputs from clinical risk integration, resilience planning and simulation exercises to the AD, Risk Governance and Intelligence for incorporation into the enterprise risk intelligence programme and governance outputs.
Draw on governance frameworks, risk appetite structures and risk intelligence produced by the AD, Risk Governance and Intelligence to anchor clinical risk integration, assurance partnering and resilience work in a consistent institutional foundation.
Build and sustain a high-performing team ensuring staff are developed, engaged and equipped to deliver on the arm's mandate.
Provide day-to-day supervision, coaching and mentorship to team members, supporting their professional growth and performance.
Identify competency gaps and training needs within the team, working with the DD and HR to develop targeted development plans.
Ensure all ad hoc assignments are completed with proper closure, clear outcomes and timely reporting to the DD.
Degree in Healthcare Management, Risk Management, Nursing, Allied Health, Business Administration or a related discipline.
Minimum 8 to 10 years of relevant experience in healthcare risk management, clinical governance, patient safety, organisational resilience or a related field.
Postgraduate qualifications in Risk Management, Healthcare Management, Patient Safety or Organisational Resilience will be advantageous.
Professional certifications in Clinical Risk Management, Patient Safety, Business Continuity or Enterprise Risk Management such as CPHRM, CBCP, ARiMi or equivalent are preferred.
Strong working knowledge of clinical risk management, organisational resilience, crisis management and healthcare quality governance.
Demonstrated experience in clinical crisis management, business continuity planning or organisational resilience, including ownership of crisis frameworks and activation protocols.
Experience facilitating risk assessments for large-scale strategic programmes or transformation initiatives, with the ability to embed risk considerations at the point of decision.
Strong understanding of risk culture development, including experience designing and delivering risk literacy programmes or managing risk champion networks.
Experience engaging and partnering with senior clinical and corporate leaders to drive risk-informed decision-making and embed risk ownership across an organisation.
Familiarity with high reliability organisation principles and their application in a healthcare setting will be advantageous.
Strong facilitation, communication and stakeholder engagement skills.
Proficient in Microsoft Office applications and risk management tools.
