The Assistant Director, Risk Governance and Intelligence leads the foundational and forward-looking capabilities of SGH's Risk Office — building and sustaining the governance architecture, risk frameworks and risk intelligence systems that underpin the hospital's enterprise risk management programme.
Own and drive SGH's enterprise risk intelligence programme, ensuring the organisation maintains a current, comprehensive and analytically rigorous view of its risk landscape.
Design, implement and manage a hospital-wide risk intelligence and horizon-scanning programme spanning clinical, cyber, workforce, regulatory, geopolitical and environmental domains
Lead the annual emerging risk landscape review, synthesising cross-domain inputs into coherent, actionable assessments for senior leadership and the SingHealth Risk Board.
Produce and quality-assure periodic risk intelligence reports and intelligence dashboards for the ERM Council and Senior Leadership, ensuring rigour, currency and strategic relevance before submission to the DD and CRO.
Monitor external developments, regulatory changes and sector-wide risk trends, translating these into timely intelligence for the Risk Office and senior leadership.
Receive and incorporate risk inputs from the Risk Integration and Resilience arm — including clinical risk findings, programme risks and resilience insights — to ensure the intelligence programme reflects the full breadth of SGH's risk landscape.
Own and drive the operationalisation of SGH's Enterprise Risk Management Framework and risk appetite structure, ensuring governance architecture, policies and standards are robust, current and consistently applied across the organisation.
Maintain and continuously enhance SGH's enterprise risk management framework, policies, standards and governance documentation, ensuring these remain current and aligned with SingHealth group requirements.
Manage the risk appetite framework operationalisation, ensuring Board-approved thresholds are meaningfully translated into operational guidance and monitored across the organisation.
Support the DD in shaping and stewarding SGH's risk governance architecture, including risk committee secretariat functions, reporting structures and escalation mechanisms.
Prepare and quality-assure risk governance reports, papers and documentation for the ERM Council, Senior Leadership and the SingHealth Risk Board.
Ensure SGH's risk governance posture remains aligned with SingHealth group-level expectations, maintaining a close and productive working relationship with the SingHealth Risk Board.
Ensure risk intelligence and governance insights are systematically translated into strategic counsel for SGH's senior leadership, supporting informed decision-making on the organisation's most consequential priorities.
Support the DD and CRO in providing strategic risk advisory to the CEO and Senior Leadership on key initiatives spanning digital health, AI, infrastructure, workforce and clinical transformation.
Lead the facilitation of enterprise-wide risk assessments for strategic programmes and major projects, ensuring risks are identified, assessed and mitigated at the point of decision.
Embed risk considerations into strategic planning and capital investment processes, working closely with planning and finance functions to ensure risk is a standing input to institutional priorities.
Coordinate with the SingHealth Risk Board to ensure SGH's strategic risk profile is accurately represented at the group level and that group-level risk intelligence informs SGH's strategic decisions in return.
Identify and elevate systemic and cross-cutting risks arising from strategic programmes to the DD and CRO as appropriate.
Work in close partnership with the AD, Risk Integration and Resilience to ensure the two arms of the Risk Office operate as a coherent, mutually reinforcing unit.
Share risk intelligence, emerging risk assessments and governance framework updates with the AD, Risk Integration and Resilience on a regular and timely basis to inform clinical risk integration, resilience planning and culture-building work.
Ensure the enterprise risk intelligence programme incorporates risk inputs from the Risk Integration and Resilience arm, particularly on clinical risk findings, programme risks and resilience-related risks.
Collaborate with the AD, Risk Integration and Resilience on after-action reviews and simulation exercises, ensuring lessons learned are systematically reflected in the governance framework and risk policies.
Jointly develop and maintain a shared Risk Office workplan calendar, ensuring both arms are aligned on key deliverables, milestones and stakeholder engagements.
Serve as a faculty trainer for risk literacy and capability-building programmes designed and led by the Risk Integration and Resilience arm, contributing subject matter expertise in risk governance, frameworks and intelligence to training content and delivery.
Ensure the arm operates efficiently and delivers its workplan in a disciplined, resource-conscious manner.
Develop and manage the arm's annual workplan, ensuring activities are prioritised, resourced and aligned to the Risk Office's strategic objectives.
Monitor team workload and resource allocation, making adjustments to ensure timely and quality delivery across all functions.
Identify competency gaps and training needs within the team, working with the DD and HR to develop targeted development plans.
Ensure all ad hoc assignments are completed with proper closure, clear outcomes and timely reporting to the DD.
Degree in Healthcare Management, Risk Management, Nursing, Pharmacy, Allied Health, Health Sciences, Business Administration or equivalent.
Postgraduate qualifications in Risk Management, Healthcare Management or related discipline will be advantageous.
Professional certifications in Enterprise Risk Management, Clinical Risk Management, Patient Safety, Healthcare Quality or Governance (e.g. ARiMi, CRM, CPHRM or equivalent) preferred.
Strong working knowledge of enterprise risk management frameworks, risk governance structures and regulatory requirements in the healthcare sector.
Minimum 8 to 10 years of relevant experience in enterprise risk management, risk governance, healthcare governance or a related field.
Demonstrated experience in developing, implementing and maintaining enterprise risk management frameworks, policies and governance documentation.
Experience in risk committee governance, board-level reporting and preparation of high-quality risk papers for senior leadership.
Strong knowledge of assurance frameworks and the three lines of defence model, with experience coordinating across audit, compliance and risk functions.
Experience in risk intelligence, environmental scanning or horizon scanning, with the ability to synthesise complex, cross-domain information into clear and actionable assessments.
Familiarity with SingHealth or MOH risk governance requirements will be advantageous.
Strong analytical, writing and presentation skills with the ability to communicate complex risk concepts clearly to senior stakeholders.
Proficient in Microsoft Office applications and risk management reporting tools.
