Responsibilities

• Maintain and strengthen NHG Polyclinics’ enterprise risk management framework end-to-end.
• Oversee the risk register, facilitate regular risk review sessions, and ensure timely escalation and reporting to governance committees.
• Guide risk owners to identify, assess and mitigate key risks, linking risk management to annual workplan budgeting.
• Lead Business Continuity Management to design, plan and conduct annual exercises and improve organisational preparedness.
• Support corporate and strategic planning, balance scorecard monitoring, and management reporting for senior leadership.
• Oversee secretariat functions for VIP visits and senior management meetings, including papers and returns.
• Manage identification, submission, and tracking of awards that showcase NHG Polyclinics’ achievements.

A. JOB PURPOSE (ROLE and DEPARTMENT SUMMARY)

The Manager / Senior Manager, Corporate Planning & Development is responsible for maintaining and strengthening NHG Polyclinic’s enterprise risk management and business continuity management frameworks, while supporting the organisation's corporate and strategic planning functions. The role works intimately with senior management within and across the NHGHealth group as well as cross-functional stakeholders to embed a risk-aware culture, ensure organisational resilience, and support informed decision-making in achieving NHG Polyclinics’ strategic objectives and Key Results Areas (KRAs).

B. KEY RESPONSIBILITIES

Maintain and strengthen NHG Polyclinics’ enterprise risk management framework end-to-end, including overseeing the risk register, facilitating regular risk review sessions, and ensuring timely escalation and reporting to senior leadership and governance committees. Guide risk owners across the organisation to identify, assess and mitigate key risks, and strengthen the linkages between risk management and planning by supporting risk owners in planning and budgeting for control measures during the annual workplan cycle. Champion a risk-aware culture across NHG Polyclinics, ensuring risk considerations are consistently embedded in organisational planning and decision-making.

Business Continuity Management

Maintain and strengthen NHG Polyclinics’ business continuity programme, partnering HQ divisions and clinics to ensure robust and up-to-date business continuity plans through regular review and testing. Lead NHG Polyclinics’ BCM programme to design, plan and conduct annual tabletop and call tree exercises, and drive continuous improvement of organisational preparedness and resilience through close collaborations with our Emergency Preparedness department.

Corporate and Strategic Planning

Support the Director in facilitating NHG Polyclinics’ corporate and strategic planning processes, including contributing to the development of strategic plans, department workplans, and corporate indicators and targets. Assist in the performance monitoring of NHG Polyclinics’ Balanced Scorecard and prepare management reports to update senior management on the achievement of strategic goals and outcomes. Coordinate submissions to NHG Health and Population Health Campus, and support Chief Primary Care in matters relating to corporate and strategic planning as part of One Primary Care.

Corporate Governance and Secretariat Functions

Oversee secretariat functions for VIP visits, NHG Polyclinics senior management meetings, including the submission of papers and returns. Contribute to the continuous improvement of corporate workflows and standard operating procedures. Develop presentation materials to articulate NHGP's key achievements to key stakeholders and visitors.

Showcase and Awards Management

Oversee and manage process for identification, down-selection, review, submission, and tracking progress of key organisation, national, and international awards that showcases and celebrates NHG Polyclinics’ achievements in adding years of healthy life.

Secondary Responsibilities

Lead department/HQ-level tasks and/or projects as assigned; and undertake any other duties assigned by the Director, Corporate Planning.

• KEY REQUIREMENTS

Qualifications

:

A tertiary degree, preferably in Business, Management, Risk Management, Public Policy, or a related discipline from a recognised institution. An MBA or postgraduate qualification is useful but not necessary.

Experience

:

At least 7-10 years of relevant experience with a strong focus on enterprise risk management and business continuity management, complemented by exposure to corporate and strategic planning. At least 3-5 years of experience in a managerial capacity. Candidates should have worked closely with senior leadership, particularly in areas of risk governance and organisational resilience. Candidates with experience in the healthcare industry will have added advantage.

Special Attributes and Knowledge

:

The ideal candidate will possess strong hands-on ERM experience, including familiarity with risk frameworks, risk registers, and risk reporting to senior leadership. They should demonstrate strong analytical and critical thinking capability, with an ability to synthesise data and information into meaningful insights, and be adept at facilitating risk reviews and engaging risk owners across all levels of the organisation. Prior experience in leading tabletop exercises in business continuity would be an advantage.

They should be comfortable working in ambiguous situations with a can-do attitude, and be able to manage multiple priorities and meet deadlines in a fast-paced environment. Excellent interpersonal and communication skills are essential, including the ability to engage stakeholders of varying seniority and backgrounds, as well as excellent presentation and writing skills. A Certified Professional Risk Management (CPRM) certification will be an advantage.
