Job summary

Ministry Of Social And Family Development is seeking a strategic leader to head the Budget Team, driving MSF's resource planning, budgeting and financial analysis. You will leverage data and forecasting to support decision-making and strengthen partnerships with MSF and MOF against a backdrop of fiscal planning and sustainability.

You will set direction, coach officers, and ensure timely budget submissions and insights, enabling better allocation and governance across MSF’s programmes.

What the role is:

The Finance and Facilities Division (FFD) is responsible for the Ministry’s financial matters, procurement management and facilities development and management. FFD promotes prudent stewardship of the Ministry’s resources by applying sound governance controls and best practices across its various functions.The Finance Branch provides financial stewardship and partnership by optimising resource allocation and management, while ensuring sound financial administration. The Budget Team plays a key role in driving MSF's resource strategy, financial sustainability and medium-term planning.

What you will be working on:

We are looking for a strategic and forward-looking leader to head the Budget Team. In this role, you will drive Ministry-wide resource planning and financial sustainability through strategic budgeting, financial analysis and stakeholder partnership. You will leverage data, predictive analytics and emerging technologies to strengthen decision-making, optimise resource allocation and deliver better outcomes for MSF.

• Set clear team direction and priorities, translating Ministry-wide goals into actionable workplans.
• Coach, develop and empower officers to deliver high-quality budget analysis, advice and service to stakeholders.
• Build strong partnerships across MSF and with MOF, including coordinating budget submissions, addressing funding clarifications, positioning MSF’s budget proposals in alignment with MOF fiscal planning, and supporting timely resolution of resource issues.

The scope of budget and resource management will primarily cover MSF’s annual and medium-term budget planning, resource allocation, expenditure management, financial analysis and reporting, as well as the development of data-driven insights to support strategic decision-making.

What we are looking for:

You will lead the Ministry's budget and resource management function to:

• Drive MSF's resource planning and allocation strategy to support organisational priorities and long-term sustainability.
• Provide strategic financial advice to senior management on resource allocation, investment decisions and emerging fiscal risks.
• Partner stakeholders to drive Ministry-wide resource optimisation and strengthen financial stewardship and expenditure discipline.
• Enhance budgeting capabilities through data analytics, forecasting and scenario planning.
• Develop Technology/AI-enabled solutions to enhance budgeting capabilities, improve processes and enable better decision-making.
