Qualifications

  • Tertiary qualification in budgeting, financial planning or public sector finance.
  • Strong analytical and problem-solving skills with the ability to translate financial information into practical recommendations.
  • Excellent written and verbal communication; able to coordinate with diverse stakeholders.
  • Interest and experience in process improvement, digitalisation, data analytics, AI tools.

  • Coordinate annual and medium-term budget planning, resource allocation, and budget submissions.
  • Monitor budget utilisation and expenditure trends; highlight issues for timely follow-up.
  • Analyse financial information and prepare clear recommendations to support management decisions.

  • Drive process improvement and innovation in budget management, including data and AI-enabled tools.

What the role is:

The Finance and Facilities Division (FFD) is responsible for the Ministry’s financial matters, procurement management and facilities development and management. FFD promotes prudent stewardship of the Ministry’s resources by applying sound governance controls and best practices across its various functions.The Finance Branch provides financial stewardship and partnership by optimising resource allocation and management, while ensuring sound financial administration. The Budget Team plays a key role in driving MSF's resource strategy, financial sustainability and medium-term planning.

What you will be working on:

We are looking for an analytical team player to partner with the Assistant Director (Budget Team) in shaping and managing the Ministry’s budget and resource strategy. In this role, you will work closely with internal stakeholders and the Ministry of Finance (MOF), lead budget planning and submissions, analyse financial information, and provide strategic advice to guide resource decisions.You will also identify and drive process improvements, including the use of data, technology, and AI-enabled tools, to strengthen budget management and improve service delivery.The scope of budget and resource management will primarily cover MSF’s annual and medium-term budget planning, resource allocation, expenditure management, financial analysis and reporting, as well as the development of data-driven insights to support strategic decision-making.Key Responsibilities:You will partner with the Assistant Director and work with stakeholders to:

  • Coordinate annual and medium-term budget planning, resource allocation, and budget submissions.
  • Monitor budget utilisation and expenditure trends and highlight emerging issues for timely follow-up.
  • Analyse financial information and prepare clear recommendations to support management decisions.
  • Work with internal stakeholders and MOF to address funding matters, clarify requirements, and support the timely resolution of resource issues.
  • Drive process improvement and innovation in budget management, including the use of data, technology, and AI-enabled tools.
  • Support projects and initiatives to strengthen budgeting capabilities, reporting, and service delivery.
What we are looking for:
  • Tertiary qualification, preferably with relevant experience in budgeting, financial planning, or public sector finance.
  • Good analytical and problem-solving skills, with the ability to translate financial information into practical recommendations.
  • Ability to work effectively with stakeholders and communicate clearly in writing and discussions.
  • Interest and experience in process improvement, digitalisation, data analytics, or the use of technology and AI tools.
  • Ability to manage multiple priorities, work independently, and contribute effectively as part of a team.
  • Self-motivated and able to thrive in a dynamic environment.
