Job summary

DAR AL RIYADH is seeking an experienced Civil Engineer to lead the application of government project standards across PMC/PMO initiatives. You will evaluate current technical standards, study plans and bidding documents, and prepare technical specifications and tender documents for pumping stations and water treatment pipelines.

Responsibilities

• Implement processes and procedures of the engineering standards.
• Evaluate current technical standards within the government entity and obtain approval for the list of current technical standards.
• Study and review plans, documents, and bidding documents for projects following applicable standards and codes.
• Prepare technical specifications, quantity schedules, and tender documents for pumping stations and water treatment pipelines.
• Review tender documents and evaluate technical proposals submitted by consultants and contractors until contract award.
• Study technical submissions from consultants and contractors and provide technical support with recommendations regarding execution methods, materials, and samples.
• Provide technical opinions in disputes between the SIO and contractors, offering guidance to clarify the position.
• Review and audit final project drawings as executed and submitted to the client.
• Participate in value engineering workshops to maximize quality and minimize cost.

Job description

Responsibilities

• Implement processes and procedures of the engineering standards
• Evaluate the current technical standards available within the government entity and obtain approval for the list of current technical standards, whether to continue working with them or modify them or develop new technical standards
• Study and review plans, documents, and bidding documents provided by various design companies for projects of the Saudi Irrigation Authority SIO following the applicable standards and codes
• Participate in preparing technical specifications, quantity schedules, and tender documents for the projects undertaken by the SIO in the field of implementing pumping stations and water treatment pipelines
• Also review all tender documents and evaluate the technical proposals submitted by consultants and contractors until the contract award for these projects is completed
• Study the technical submissions from consultants and contractors and provide technical support to the SIO along with appropriate recommendations regarding execution methods, materials, and samples mentioned in the terms, specifications, and quantity schedules
• Provide technical opinions in any disputes that arise between the SIO and contractors, offering advice and guidance to the client to clarify the correct position and enable the SIO to follow up on the matter
• Review and audit the final project drawings as executed and submitted to the client
• Participate in value engineering workshops for projects of the SIO to achieve maximum benefit from the projects with the highest quality and lowest cost

Qualifications

• Bachelor s degree in civil engineering
• Minimum 15 years of professional experience in a related role, with previous experience in PMC or PMO projects preferred
• Extensive experience in applying engineering standards in government projects
• Strong knowledge of technical standards and regulations
• Expertise in implementing design standards and specifications
• Skilled in reviewing plans and bidding documents
