Job summary

JASARA PMC seeks a Senior Construction Manager to lead complex tunnelling projects in Saudi Arabia as the client-side/PMC lead for construction delivery. You will oversee TBM, NATM/SEM, deep shafts, caverns, and underground facilities, ensuring safety, quality, and schedule adherence.

You will manage interfaces with contractors, design teams, and authorities, drive governance, risk mitigation, and executive reporting, and actively participate in strategic decision-making for mega programmes.

Qualifications

• Bachelor's Degree in Civil Engineering or related discipline.
• Master's Degree in Engineering, Construction Management, or Project Management preferred.
• Professional Engineer (PE, CEng, or equivalent) preferred.
• Project Management certification (PMP or equivalent) desirable.

Responsibilities

• Serve as the PMC's senior construction representative and trusted advisor to the Client.
• Provide strategic oversight of all tunnelling and underground construction activities.
• Monitor contractor performance against approved schedules, budgets, safety requirements, and quality objectives.
• Review and validate construction methodologies, work plans, sequencing strategies, and resource deployment plans.
• Ensure project delivery aligns with approved project execution plans and client objectives.
• Lead construction oversight teams in monitoring various contractor types (Cost Plus, Re-measurable, EPC, Design & Build).
• Assess contractor capabilities, productivity, performance trends, and recovery strategies.
• Challenge and validate schedules, progress reporting, risk assessments, and mitigation plans.
• Monitor critical construction interfaces and resolve issues impacting delivery.
• Provide expert guidance on tunnelling methodologies and underground construction techniques.
• Review and approve construction proposals related to TBM, NATM/SEM/VMT, drilling, shafts, cavern construction, ground support, dewatering, and supports.
• Assess geotechnical risks and recommend mitigations.
• Promote a Safety First culture and oversee contractor HSE compliance.
• Participate in site audits, inspections, and safety walks.
• Lead independent reviews of significant incidents and corrective actions.
• Monitor progress, identify risks to critical path, and provide executive updates.
• Support commercial teams with claims, variations, and change orders.
• Develop stakeholder relationships and report construction performance to Client.
