Job summary

Hill International (Middle East) Ltd. seeks a Senior Tunnel Construction Engineer to oversee bored tunnel and underground cavern works in the Saudi program.

You will lead technical delivery, enforce client safety and quality standards, and coordinate with PMC teams, designers and contractors. The role requires 15+ years in TBM tunnelling and cavern construction, with expertise in EPB/slurry/hard rock TBM, breakthrough and decommissioning, and strong risk and stakeholder management skills.

Qualifications

• Bachelor's degree in Civil, Mining, or Tunnelling Engineering.
• Minimum 15 years of experience in bored tunnel and underground cavern construction.
• Expertise in TBM tunnelling (EPB, slurry, or hard rock) and cavern construction (SEM/NATM or drill & blast).
• Experience in TBM breakthrough and decommissioning.
• Prior PMC, EPC, or client-side experience preferred.
• Advanced knowledge of TBM operations, recovery, and dismantling.
• Strong understanding of underground logistics, heavy lifting, and ground control systems.
• Familiarity with environmental compliance standards for large-scale projects.
• Excellent leadership, coordination, and stakeholder management skills.

Responsibilities

• Provide technical leadership and construction oversight for bored tunnels and underground cavern works.
• Ensure alignment with client standards for safety, quality, sustainability and digital delivery.
• Maintain program cost and operational objectives throughout the underground works lifecycle.
• Oversee TBM excavation, cavern construction, breakthrough, decommissioning and site demobilization.
• Work closely with the PMC client team, design consultants and construction contractors.
• Manage contractor governance and construction risk.
• Coordinate temporary works and demobilization processes.
• Ensure environmental compliance in large-scale projects.
• Stay updated with ITA guidelines, Saudi Arabia Codes, Eurocodes and NEOM requirements.
