Job summary

Bechtel invites a Senior Civil Utilities Engineer to join the Ras Al Khair/Jubail project team. You will ensure safety and quality standards, review plans, safety and procurement documents, and act as interface between RC Engineering and contractors.

You will coordinate site development design, perform analyses with Civil 3D and BIM, and oversee technical queries to support construction progress on large-scale industrial infrastructure in Saudi Arabia.

Qualifications

• University/College graduate with BS in Civil Engineering or related field.
• 10+ years of relevant experience in civil engineering on large industrial projects.
• Knowledge of site development, roads, drainage and utilities design.
• Experience with Civil 3D, BIM and design calculations.
• Ability to work in a culturally diverse environment and manage interfaces.

Project Overview

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is one of the biggest civil engineering projects in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s.

Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local architect/engineering (AE) firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2026, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port and pipeline expansions, and more.

Work Location: Ras Al-Khair

The position is based in Ras Al-Khair, located approximately 100 kilometers north of Jubail Industrial City. Daily commuting between Jubail and Ras Al-Khair is required, using either the available transportation facility or the shuttle bus service. Accommodation for this role is provided in Jubail Industrial City. Complimentary breakfast and lunch are provided for Ras Al-Khair assignees on workdays.

Job Summary

The Senior Civil Utilities Engineer represents the Royal Commission, (the owner), to ensure the safety and quality standards of the project are met. This work is accomplished by the review of work plans, safety plans, quality plans, procurement plans and RFI’s for ongoing work activities. The Senior Civil Utilities Engineer shall provide an interface between RC Engineering and the other parties to resolve technical issues.

Major Responsibilities

• Oversees writing and review of Technical Query’s. Provide support to Construction Department and disposition field changes by issuing DCN’s.
• Perform civil site development design / design reviews and coordinate with other disciplines and departments for site development packages.
• Utilize computer and computer codes to perform site development analysis and designs.
• Incorporates lessons learnt and best practices in standard engineering documents such as procedures, design guides, criteria and specifications.
• Review Land Allocation Requests (LAR’s).
• Perform any other related tasks assigned by the supervisor/manager.

Education And Experience Requirements

• University/College graduate with BS in Civil Engineering or related.
• 8 to 10 or 12-14 years of relevant experience in Civil Engineering on large industrial and infrastructure jobs with emphasis in planning and site development including design of roads, storm drainage and utilities.
• Thorough knowledge of discipline engineering techniques, the design of engineered systems, design calculations, specifications and drawing requirements.
• Conducts and directs quality reviews of projects, in accordance with engineering procedures and instructions and ensure consistency of reviews across the project areas.
• Drives engineering progress and performance towards meeting or exceeding targets for a project.
• Able to work in a culturally diverse environment recognizing and respecting differences.

Required Knowledge And Skills

• Assist Civil discipline contribution to in-house design projects across the full spectrum of civil design areas including earthworks, roads, drainage, potable water and sanitary waste systems.
• Experience with implementation of Industrial Master Plans including utility right of ways, road networks, drainage, materials handling corridors and land allocation.
• Detailed understanding of a wide range of international industry or regulatory codes and standards and design criteria pertinent to the Civil engineering discipline.
• Participates in quality reviews of projects, in accordance with engineering procedures and instructions and assists supervisor in quality reviews.
• Takes responsibility for resolving technical issues within the discipline, other disciplines, and engineering staff as well as with third parties (customer, suppliers, and regulators).
• Significant experience with Civil 3D design as well as BIM / Digital Twin design processes and automation techniques.
• Middle east experience.
• Accurately assesses a situation to find the best solution or way of working in order to resolve the issue. Is focused on creating a long term fix rather than short term solution.
• Demonstrates treating others respectfully, fairly and transparently, whether things are going well or when under pressure. Holds others to account when they see these values breached.
