Job summary

SYSTRA seeks an accomplished Project Manager with strong construction project management and Transport & Mobility expertise to lead end-to-end delivery for a high-profile investment program. You will manage the PPP contract for developing bus stations and Park & Ride facilities in Makkah, overseeing procurement, design, construction, and compliance with contractual obligations.

Lead multidisciplinary teams, align stakeholders, ensure on-time, on-budget delivery, and drive performance targets

Qualifications

• 20+ years of overall experience.
• 15+ years in construction management and transport & mobility.
• KSA experience is a must.
• Proven leadership delivering large, complex urban mobility programs in advisory or client-side roles.
• Experience with PMO setup and governance.

Responsibilities

• Provide end-to-end advisory leadership across the project lifecycle for bus and BRT programs.
• Manage PPP contract, ensuring compliance with obligations, scope, risk, and milestones.
• Direct interface with public authorities, operators, consultants, and community stakeholders; facilitate governance and approvals.
• Manage program controls: schedule, cost, risk, and quality; establish PMO structures and reporting dashboards.
• Review and assure designs for road infrastructure, ITS, fare systems, and safety; coordinate across engineering teams.
• Drive ORAT and transition to operations, including safety management and incident response.
• Champion user experience, accessibility, equity, and reliability through data-driven performance management.
• Integrate sustainability and resilience outcomes aligned with ESG targets.
