Hanmiglobal-Saudi is seeking a Senior Testing & Commissioning Specialist to lead all T&C activities for a complex high-rise project in Saudi Arabia. You will plan, execute, and handover pre-commissioning, commissioning, IST, and related MEP systems with a focus on safety and quality.

The role requires 12–15 years in T&C, GCC experience on towers or mega developments, and strong leadership, reporting, and coordination with contractors, consultants, and client representatives.

Qualifications

• Bachelor’s degree in Mechanical, Electrical, or Electro-Mechanical Engineering.
• 12–15 years of Testing & Commissioning experience, including at least 5 years in a senior role.
• Proven GCC experience in high-rise towers, luxury hotels, mixed-use developments, or mega projects.
• Strong expertise in MEP systems testing, integrated systems testing, and commissioning management.
• Experience managing commissioning activities from planning through final handover and operational readiness.
• Thorough understanding of local authority requirements, inspections, approvals, and regulatory compliance.

Responsabilités

• Coordinate commissioning activities among contractors, consultants, vendors, operators, and client representatives.
• Review drawings, specifications, method statements, and commissioning documentation for compliance.
• Oversee testing and commissioning of HVAC, electrical, plumbing, fire protection, ELV, BMS, and life-safety systems.
• Lead IST and verify interface functionality between connected building systems.
• Manage commissioning activities unique to high-rise buildings, including smoke control and life-safety infra.
• Monitor progress, identify risks, and implement corrective actions to maintain schedules.
• Support authority inspections, testing, approvals, and occupancy certifications.
• Ensure compliance with local regulations, standards, project specs, and quality requirements.
• Review and approve commissioning reports, test records, checklists, and handover docs.
• Coordinate training for operations and facility management teams.
• Assist in operation & maintenance manuals and asset registers for turnover.

Role Summary

The Senior Testing & Commissioning Specialist will lead and oversee all Testing & Commissioning (T&C) activities for a complex high-rise building project. The role is responsible for ensuring the successful planning, execution, and completion of pre-commissioning, commissioning, integrated systems testing, and handover activities across all MEP and associated building systems. The successful candidate will possess extensive GCC experience in high-rise towers, luxury hotels, or mega developments and demonstrate strong technical expertise, leadership, and stakeholder management skills.

Key Responsibilities

• Lead the development and implementation of the project Testing & Commissioning strategy, plans, procedures, and schedules.
• Manage and oversee all pre-commissioning, commissioning, startup, testing, and handover activities for MEP systems.
• Coordinate commissioning activities among contractors, consultants, vendors, operators, and client representatives.
• Review project drawings, specifications, method statements, and commissioning documentation to ensure compliance with project requirements.
• Oversee testing and commissioning of HVAC, electrical, plumbing, fire protection, ELV, BMS, and life-safety systems.
• Lead integrated systems testing (IST) and verify interface functionality between connected building systems.
• Manage commissioning activities unique to high-rise buildings, including smoke control systems, vertical transportation interfaces, emergency power systems, and life-safety infrastructure.
• Monitor commissioning progress, identify risks and technical issues, and implement corrective actions to maintain project schedules.
• Support authority inspections, testing requirements, approvals, and occupancy certifications.
• Ensure compliance with local regulations, international standards, project specifications, and quality requirements.
• Review and approve commissioning reports, test records, checklists, and handover documentation.
• Coordinate training programs for operations and facility management teams.
• Support the preparation and verification of operation and maintenance manuals, asset registers, and final turnover packages.
• Lead commissioning meetings and provide regular progress updates to project stakeholders and senior management.
• Mentor and guide commissioning engineers and project teams throughout the project lifecycle.
• Ensure all commissioning activities are conducted in accordance with HSE and quality standards.

Qualifications & Experience

• Bachelor’s degree in Mechanical, Electrical, or Electro-Mechanical Engineering.
• 12–15 years of Testing & Commissioning experience, including at least 5 years in a senior role.
