Senior Specialist – Digital Infrastructure in Riyadh, Saudi Arabia is a Telecommunications hiring opportunity with Parsons Corporation for a Saudi National professional experienced in fiber networks, telecom infrastructure, smart city platforms, data centers, ICT, ELV, and resilient network architecture. This role supports the planning, technical review, coordination, and delivery of city-wide digital infrastructure systems that enable scalable connectivity, operational readiness, cybersecurity alignment, and long-term digital transformation across a major development program.

Key Responsibilities
  • Support planning, design review, technical coordination, and delivery of large-scale digital infrastructure programs covering fiber networks, mobile infrastructure, data centers, telecom rooms, MMR facilities, POP sites, smart city systems, ICT platforms, and ELV networks.
  • Review fiber backbone, distribution, and access network designs, including route planning, ducts, sub-ducts, splicing strategy, ODFs, fiber counts, diversity, redundancy, and spare capacity.
  • Provide technical input on network architecture involving IP/MPLS, DWDM, ROADM, GPON, XGS-PON, Ethernet, LAN, WAN, wireless networks, edge computing, cloud connectivity, and operator interconnectivity.
  • Review Outside Plant and Inside Plant designs, including duct banks, manholes, cable routes, risers, containment systems, telecom rooms, building entry points, and structured cabling layouts.
  • Support planning and coordination for MMR, POP, MDC, and data center connectivity, including racks, cross-connects, demarcation points, resilience criteria, operator access, and expansion needs.
  • Coordinate with Mobile Network Operators, Tower Companies, Fiber Providers, Data Center Operators, consultants, EPC contractors, utilities, technology vendors, and project stakeholders.
  • Review technical drawings, shop drawings, RFIs, technical reports, method statements, specifications, vendor proposals, and submittals related to digital infrastructure systems.
  • Support mobile network planning activities covering tower locations, small cells, DAS, RF coverage, EMF compliance, backhaul connectivity, and fixed network integration.
  • Contribute to capacity planning and demand forecasting for bandwidth growth, smart city applications, user demand, data center requirements, redundancy, and future scalability.
  • Maintain interface registers, design comment trackers, technical issue logs, risk registers, compliance matrices, action trackers, and decision records.
  • Coordinate technical interfaces between ICT, civil works, roads, utilities, power, security, smart systems, MEP, architecture, telecom, and construction teams.
  • Review compliance with applicable standards and requirements including CST, SBC, MOMRAH, TIA, BICSI, ISO 27001, Uptime standards, LEED, cybersecurity, resilience, and operational expectations.
  • Support operational readiness requirements covering O&M access, maintainability, spare capacity, monitoring, NOC interfaces, SOC interfaces, asset data, as-built documentation, and digital twin readiness.
  • Prepare technical inputs for reports, dashboards, presentations, governance meetings, stakeholder workshops, and progress discussions.
  • Identify design gaps, technical risks, interface clashes, capacity constraints, operational limitations, and constructability concerns, then recommend practical mitigation actions.
  • Support testing, commissioning, handover, and closeout activities for telecom, ICT, fiber, ELV, data center connectivity, and smart city infrastructure.
  • Assist knowledge transfer between planning, design, engineering, construction, operations, and maintenance teams to keep technical decisions properly documented.
  • Promote resilient, scalable, secure, and maintainable digital infrastructure solutions across project delivery activities.
Ideal Profile
  • Bachelor's degree in ICT, Telecommunications, Electrical Engineering, Computer Engineering, Systems Engineering, Digital Infrastructure, or a related discipline.
  • Minimum 8 years of experience in ICT, telecommunications, digital infrastructure, smart city, data center, ELV, security, utilities, or major infrastructure projects.
  • Saudi National candidate with strong technical coordination skills and experience supporting complex client‑facing project environments.
  • Strong knowledge of fiber optic networks, structured cabling, ducting, telecom pathways, MMRs, POPs, MDCs, telecom rooms, mobile infrastructure, data center connectivity, and smart city systems.
  • Experience reviewing digital infrastructure designs, technical documentation, RFIs, shop drawings, vendor submissions, method statements, and compliance records.
  • Solid understanding of network architecture, connectivity models, infrastructure resilience, cybersecurity interfaces, operational readiness, and future expansion planning.
  • Experience coordinating multidisciplinary interfaces between consultants, contractors, utilities, authorities, operators, vendors, and internal project teams.
  • Strong documentation and technical reporting capability, including design review comments, compliance assessments, risk tracking, interface management, dashboards, and progress reports.
  • Practical experience supporting testing, commissioning, handover, asset information, as-built documentation, and operational readiness activities.
  • Familiarity with telecommunications authority requirements, local regulations, TIA, BICSI, ISO 27001, Uptime Institute standards, and related infrastructure standards.
  • Exposure to smart city, campus, transportation, critical infrastructure, large-scale development, or digital transformation programs is preferred.
  • Experience working with MNOs, TowerCos, FiberCos, data center operators, technology vendors, and digital infrastructure suppliers is an advantage.
  • Professional certifications such as Cisco CCNA, Cisco CCNP, BICSI certification, data center certification, cybersecurity certification, or equivalent are preferred.
  • Knowledge of enterprise network architecture, cloud connectivity, edge computing, digital twin platforms, IoT ecosystems, and smart city technologies is beneficial.
  • Strong analytical, problem-solving, coordination, stakeholder management, written communication, and verbal communication skills.
  • Ability to identify emerging technologies and recommend innovative infrastructure solutions that improve resilience, scalability, and operational performance.
