Job summary

James L Williams Middle East is seeking an experienced Senior Quantity Surveyor to join our Commercial team and support major Data Centre projects. You will manage the commercial and contractual aspects from tender to final account, ensuring strong cost control, reporting, and risk management to maximise profitability.

You will prepare BOQs, valuations, payments, and final accounts; monitor costs, produce CVRs and forecasts; and coordinate with Project Managers, procurement, and subcontractors

Qualifications

• Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, or related discipline.
• Professional accreditation with RICS, CIOB, or equivalent is highly desirable.
• Minimum 8 years of Quantity Surveying experience within MEP, construction, or Data Centre projects.
• Strong knowledge of contract administration, cost control, commercial management, and project financial reporting.
• Experience in preparing BOQs, valuations, payment applications, variation claims, and final accounts.
• Good understanding of construction contracts, commercial risk management, and cost forecasting.
• Excellent analytical, negotiation, and communication skills.
• Strong proficiency in Microsoft Office and commercial reporting tools.

Responsibilities

• Manage day-to-day commercial and contractual activities from tender to final completion.
• Prepare and evaluate interim valuations, payment applications, certificates, and final accounts.
• Measure and value variations, prepare variation claims, and negotiate settlements.
• Prepare and manage BOQs for subcontract packages and support procurement.
• Conduct cost analyses, value engineering, and risk assessments to maximise profitability.
• Prepare monthly cost reports, CVRs, cash flow forecasts, and management reports.
• Monitor costs against budgets and provide accurate forecasts.
• Support EOT, acceleration, and contractual claim discussions.
• Coordinate with Project Managers, Commercial Managers, Procurement, and subcontractors on commercial matters.
• Ensure accurate commercial documentation and project reporting throughout lifecycle.

This role is responsible for managing the commercial and contractual aspects of projects from tender stage through to final account, ensuring effective cost control, contract administration, financial reporting, and commercial risk management while maximising project profitability.

Key Responsibilities

• Manage the day-to-day commercial and contractual activities of assigned projects from tender stage through to final completion.

• Measure and value variations, prepare variation claims, and negotiate commercial settlements.
• Prepare and manage Bills of Quantities (BOQs) for subcontract packages and support subcontract procurement.
• Conduct cost analysis, value engineering, and commercial risk assessments to maximise project profitability.
• Prepare monthly cost reports, Cost Value Reconciliations (CVRs), cash flow forecasts, and commercial reports for management review.
• Monitor project costs against approved budgets and provide accurate financial forecasting.
• Support the preparation and assessment of Extension of Time (EOT), acceleration, and contractual claims.
• Coordinate with Project Managers, Commercial Managers, Procurement teams, and subcontractors on commercial and contractual matters.
• Ensure accurate commercial documentation, contract records, and project reporting throughout the project lifecycle.

Requirements
