Qiddiya Investment Company in Saudi Arabia is seeking a senior Worker Welfare Lead to govern and improve welfare across a multi-asset city operations portfolio. Job Summary

Lead and manage worker welfare across Qiddiya's operational environment, ensuring safe, healthy, dignified and compliant living and working conditions for employees, contractors and service providers operating within Qiddiya-controlled assets, venues, precincts, events and public realm environments.

Own the development, implementation and assurance of city-wide worker welfare standards, management systems and improvement programmes covering accommodation, transport, catering and food services, hygiene, recreation, wellbeing and workforce support services. Provide operational oversight of welfare performance across multiple assets and service providers, ensuring compliance with applicable legal, regulatory, client and Qiddiya requirements.

Partner closely with Operations, Operational Readiness, Facilities Management, HSE, HR, Security, Transport, Procurement and contractor organizations to identify welfare risks, drive corrective actions, support mobilisation and readiness activities, investigate concerns and continuously improve workforce wellbeing outcomes across the city portfolio.

Roles and Responsibilities
Worker Welfare Governance
  • Develop, implement, maintain and continuously improve the Qiddiya City Operations Worker Welfare Framework, standards, procedures, management plans and assurance programs.
  • Own and maintain the Worker Welfare Management Plan for operational assets and city-wide operations, ensuring consistent implementation across all locations, shifts, service providers and contractors.
  • Ensure worker welfare requirements are integrated into operational policies, contractor management processes, mobilisation activities and operational risk management programs.
  • Provide subject matter expertise on worker welfare, labor standards and workforce wellbeing matters across City Operations.
Operational Assurance & Compliance
  • Lead a risk-based programme of inspections, audits and assurance activities covering accommodation, welfare facilities, transport, sanitation, water quality, pest control, housekeeping, recreational facilities, wellbeing services and workforce support arrangements.
  • Lead assurance of contractor and service provider compliance with Qiddiya Worker Welfare Standards through inspections, audits, performance reviews and evidence-based verification activities.
  • Monitor corrective actions arising from audits, inspections, complaints and investigations and ensure timely, evidenced closure.
  • Maintain readiness for internal, client and regulatory inspections through effective governance, reporting and record management.
Contractor & Service Provider Management
  • Manage welfare-related contractors and service providers, including accommodation operators, Facilities Management providers, transport contractors, catering providers, cleaning services, security providers and other workforce support functions.
  • Define welfare requirements, service expectations, SLAs, KPIs and performance standards within contracts and service agreements.
  • Lead contractor and vendor performance reviews relating to worker welfare and workforce wellbeing, and drive corrective and preventive actions.
  • Support Procurement and Contractor Management teams during contractor onboarding, mobilisation and ongoing assurance activities.
Operational Readiness & Asset Handover
  • Support operational readiness, mobilisation and asset handover programmes by ensuring worker welfare requirements are incorporated into design reviews, commissioning, mobilisation and go-live activities.
  • Review workforce accommodation, transport, welfare facilities and support arrangements for new operational assets and services before commencement.
  • Participate in readiness reviews, stage-gate approvals and operational assurance activities to verify worker welfare controls are in place before assets or services become operational.
  • Ensure welfare considerations are included within contingency planning and emergency preparedness arrangements.
Events & Temporary Workforce Welfare
  • Provide worker welfare oversight and assurance for temporary, seasonal and event-related workforces operating across Qiddiya-controlled assets, venues, events and public realm environments.
  • Ensure appropriate welfare arrangements are established for major events, peak operational periods and contractor mobilisation activities.
  • Monitor and address welfare risks associated with extended working hours, heat stress, transport, accommodation, temporary facilities and workforce support arrangements.
Grievance Management & Workforce Engagement
  • Operate and oversee worker welfare grievance, escalation and reporting mechanisms, including accessible and confidential reporting channels.
  • Ensure concerns are triaged, investigated and closed promptly, fairly and consistently, with appropriate corrective actions and records.
  • Analyse trends, identify systemic issues and implement preventative measures to improve workforce wellbeing outcomes.
  • Promote worker engagement, awareness and wellbeing initiatives across operational environments and contractor workforces.
Performance Reporting & Continuous Improvement
  • Develop and maintain city-wide worker welfare dashboards, KPIs and performance reports covering audit results, accommodation compliance, grievance trends, heat stress controls, contractor compliance, workforce engagement, service quality, non-conformances and corrective action closure.
  • Provide regular performance, risk and assurance reports to Operations leadership and relevant governance forums, including client updates where required.
  • Chair or participate in management reviews with Operations, Facilities Management and service providers.
  • Use performance data, benchmarking, worker feedback and assurance findings to drive continuous improvement across City Operations.
Leadership & People Management
  • Lead and develop the worker welfare team across multiple operational locations and assets, setting clear roles, accountabilities and escalation arrangements.
  • Establish competency, training and development programmes for welfare personnel and ensure effective coverage across the city portfolio.
  • Build strong relationships with internal stakeholders, contractors, regulators and external service providers to improve worker welfare outcomes.
  • Bachelor's degree in Social Sciences, Public Health, Occupational Health & Safety, Facilities Management, Hospitality Management or a related discipline.
  • Training or certification in worker welfare, labour standards, social compliance, HSE, auditing or facilities management, such as social compliance auditor training, NEBOSH, IOSH or ISO auditing, is preferred.
  • 7+ years of experience in worker welfare, accommodation or camp operations, social compliance, facilities or property operations, or workforce services within large, multi-site operational environments.
  • Experience supporting worker welfare programmes within large-scale mixed-use destinations, cities, airports, transport networks, entertainment venues, hospitality environments, operational assets or similar complex operational environments is preferred.
  • Demonstrated capability in multi-site auditing, evidence-based close-out of corrective actions, vendor and SLA management, grievance handling, contractor assurance, stakeholder engagement and performance reporting.
  • Experience supporting operational readiness, mobilisation, asset handover, major events or peak operational periods is preferred.
  • Proactive, self-directed and able to work independently across a dispersed portfolio, using initiative to identify issues early, drive improvements and follow through to closure.
