Job summary

Career Executive 赛睿人力资源 seeks a Senior Manager, Site Operations to own all administrative and operational aspects of a manufacturing site in Saudi Arabia. You will manage facilities, EHS, CAPEX refurbishments, procurement, and government relations while guiding a 65+ person team reporting to the Plant Manager.

You will be the client-side representative, source local vendors, and ensure smooth site operations, regulatory compliance, and strong cost control across all functions.

Qualifications

• Bachelor’s degree in a related field (Engineering Management, Business Administration or equivalent).
• Fluent in English (written and spoken) for primary working language.
• Mandarin Chinese proficiency is highly preferred.
• 10+ years of site/facilities operations management in large-scale manufacturing or tech environments.
• 5+ years of leadership experience managing large teams (50+ headcount).
• Deep expertise in FM processes and site administration.
• Strong EHS management system knowledge with relevant certifications or hands-on experience.

Responsibilities

• Oversee site administration, facilities management, logistics, security, and vendor oversight.
• Lead EHS programs, audits, and emergency response planning.
• Direct CAPEX renovations and production-related site upgrades with budget, schedule and quality control.
• Manage procurement of administrative and facility-related goods and services.
• Act as primary liaison with Saudi government authorities for inspections, permits, and approvals.

Job description

We are looking for a highly experienced Senior Manager, Site Operations to take full ownership of the administrative and operational management of manufacturing site in Saudi Arabia.

Acting as the primary "Client-Side" representative, you will be responsible for selecting and managing local service providers, ensuring the seamless operation of all site facilities (HVAC, elevators, utilities, etc.), and providing a solid foundation for our manufacturing operations. Your core functions will span Administration, EHS (Environment, Health & Safety), Capital Expenditure (CAPEX) renovations, Procurement, and Saudi Government Relations.

You will lead and mentor a diverse team of 65+ professionals and report directly to the Plant Manager.

Key Responsibilities

• Site Administration & Facilities Management: Oversee logistics, security, and property management, including shuttle transportation. Act as the client-side manager to source, select, and oversee local vendors for facility maintenance (HVAC, elevators, water/electrical systems, etc.).
• EHS Management: Build and maintain robust Environment, Health, and Safety systems; conduct compliance audits and lead emergency response protocols.
• Site Renovation & CAPEX Projects: Lead project planning and initiation for production-related site upgrades, with strict control over budget, schedule, and quality.
• Procurement Management: Manage administrative and facility-related procurement, including vendor evaluation, selection, and performance management.
• Government Relations: Serve as the primary liaison with Saudi government authorities (Ministry of Human Resources, Civil Defense, Environmental Agency, Municipalities) to handle inspections, permits, and approvals.

Qualifications

• Bachelor’s degree or above in Engineering Management, Business Administration, or a related field.
• Fluent in English (written and spoken) with the ability to use it as your primary working language.
• Mandarin Chinese proficiency is highly preferred.
• 10+ years of site/facilities operations management experience in large-scale manufacturing or tech environments.
• 5+ years of leadership experience, with a proven track record of managing large teams (50+ headcount).
• Deep expertise in site administration and end-to-end Facility Management (FM) processes.
• Solid understanding of EHS management systems, with relevant certifications or hands-on operational experience.
• International work experience is highly preferred; prior experience in the Middle East/Saudi Arabia is a strong plus.
