Job summary

Job description

The Senior Manager Procurement is responsible for supporting the procurement activities for major construction and infrastructure projects. The role ensures the sourcing, contract management, and supplier performance are aligned with project objectives, timelines, and budgets. It also supports the Director of Procurement in driving procurement excellence, compliance, and value creation across the portfolio.

Core Responsibilities
  • Manage the team’s deliverables through effective leadership, setting individual objectives, managing performance, and developing the team to maximize performance.
  • Deliver procurement activities in line with the Tender Event Schedule (TES) timescales.
  • Lead the execution and administration of complex contract agreements and communicate with vendors to ensure proper delivery of required services and meet business needs.
  • Implement the Procurement department strategy to support the achievement of strategic objectives.
  • Lead the development and oversee the implementation of Procurement department policies, processes, procedures and controls.
  • Coordinate with various departments to understand scope, owner needs and interfaces, and develop a procurement plan accordingly.
  • Ensure regular update and review of the procurement plan based on rising priorities and business needs, in coordination with stakeholders.
  • Manage the implementation of approved procurement strategies for quality and cost-effective goods and services, selecting the appropriate purchasing method (e.g., single sourcing, competitive bidding).
  • Negotiate with vendors to optimize materials and services, minimize risks, and ensure adoption of approved contract terms and conditions.
  • Validate contracts through governance procedures, recommend changes, and manage the compilation and updating of qualified vendor lists.
  • Coordinate with finance to validate financial stability and ensure consistent use of templates, schedules, and appendices in coordination with the Legal Department.
  • Support change order requests by reviewing and amending contracts as needed, aligned with governance processes.
  • Participate in cross-disciplined collaboration to share procurement knowledge, lessons learned, and drive a culture of innovation and continuous improvement.
Qualifications
  • Bachelor’s degree in Business Administration, Quantity Surveying, Supply Chain or a related field.
  • 15+ years of relevant procurement management experience within mega/large-scale complex design and construction programs.
  • Experience with enterprise-level procurement software such as Ariba, Prism, SAP, or similar systems.
  • Strong knowledge of procurement legislation and its practical application.
  • Previous KSA/Middle East experience preferred.
  • Excellent written and verbal communication skills in English.
  • Strong leadership skills with the ability to lead the function’s direction.
  • Certification advantage: CIPS Diploma, CPSM, or CSCP.
  • Ability to manage and prioritize team workload, being deadline-driven.
  • Ability to connect people and issues and drive quick responses, fostering flexibility and adaptability to changing business requirements.
