Job summary

UCC Holding is seeking a Procurement Team Lead Engineer to drive procurement operations for major construction and infrastructure projects. You will lead the procurement team, develop sourcing plans, and manage supplier and subcontractor relationships to ensure timely, cost-effective delivery of materials and services with uncompromising quality and compliance.

The role requires extensive experience in construction procurement, ERP proficiency, and strong leadership.

Qualifications

Bachelor's degree in Civil Engineering.
Minimum 8–12 years of procurement experience within the construction industry, preferably with main contractors.
Proven experience leading procurement teams and managing large-scale procurement activities for complex construction projects.
Strong knowledge of procurement processes, contract management, supplier relationship management, and supply chain operations.
Experience in Residential, Commercial, Hospitality (Hotel), Infrastructure, and Mixed-Use developments is highly desirable.
Demonstrated expertise in supplier sourcing, vendor management, commercial evaluations, and contract negotiations.
Excellent negotiation, communication, leadership, and stakeholder management skills.
Strong analytical, problem-solving, and decision-making capabilities.
Proficiency in ERP systems and procurement management software.
Ability to perform effectively in a fast-paced, project-driven environment.
Experience in the Saudi Arabian construction market is highly preferred.
Professional certifications such as CIPS or equivalent are considered an advantage.
Candidates available for immediate joining or with a short notice period will be given preference.

Responsibilities

Lead, mentor, and manage the procurement team to ensure efficient procurement execution.
Develop and implement procurement strategies aligned with project requirements, budgets, and schedules.
Oversee full procurement lifecycle: supplier sourcing, RFQs/RFPs, bid evaluations, negotiations, POs, contracts.
Coordinate with Engineering, Planning, Commercial, Cost Control, and Project Management teams.
Conduct commercial and technical evaluations of suppliers, vendors, and subcontractors.
Negotiate pricing, terms, delivery schedules, warranties, and contracts.
Identify and onboard new suppliers; maintain relationships with key vendors.
Monitor supplier performance and ensure quality and delivery commitments.
Analyze market trends and pricing fluctuations to support planning and risk.
Support tendering and bidding through sourcing, quotation analysis, and evaluations.
Review and approve POs and procurement documents per policies.
Present procurement reports and cost-saving initiatives to management.
Drive continuous improvement for efficiency and cost optimization.
Mitigate procurement and supply chain risks affecting delivery.
Maintain accurate procurement records and documentation.
